The Party And Government Relations Dynamically Build Research

The thesis focuses on the dynamic construction of the relationship of the party and the government, which is a multi-level process of relating to the leadership of the party, the political system, administrative governance, the rule of law, and other fields. For this reason, the relationship of the party and the government covers not only the simple divided or coordinated relations of the two political organizations of the party and the government, but also the political and economic relations of the state and even the international situations in large part, and the coordination and cooperation of a party member or civil servant in small part. The research methods of the paper include normative research, historical comparative research, logical induction, cause-effect analysis, systemic analysis structure-function analysis, balance analysis, learning theory, and case study. The research covers the mutual adaptation of the party and the government of China in functional arrangement and the setting-up of the targets, and the dynamic adaptation of the party and the government and their surrounding environmental. From the perspective of the mutual balance of the party and the government and the dynamic learning, the paper analyses the construction of the relationship of the party and the government and puts forward a theoretical model of the dynamic construction of the relationship of the party and the government, which is the characteristic of the research. The core point of the research is how to construct a learning party and learning government through the learning of the organizations and individuals. The purpose of the study is trying to find a new way of constructing the relationship of the party and the government rationally by exploring the reasons of the dynamic relations of the party and the government.The problem of the relationship between the party and the government has been needed to manage to the pure point in the socialist political relations. The management of this problem will relate to the construction of the ruling ability of the national ruling party of socialism directly, the carrying out of the function of the party and the government directly,then affect the fulfilling of the target of the party and the government, the construction in all kinds of fields and the stable of the whole national systems. Highlight increasingly along with the problem of the relationship between the party and the government, there are more and more explorations in academic circles. The relation of the party and the government has already become politically important problem so that can not be avoided.Communist Party of China has already put forward a set of theory standpoints and fulfillment operating mechanisms in order to solve how communist is in power under the condition of the socialism through summing up the experience of Soviets and Eastern Europe. The academic circles also combined the development of the social fulfillment to put forward the reason path and the method to comb the relation of the party and the government from the different angles and aspects. But this kind of investigation of theories result still can't satisfy the development of demand in reality. The research of new situation put forward the new request for the relation of the party and the government. Currently the research of academic circles mainly focused on the static cross, has not yet studied the interaction between the party and the government, not studied the interaction between the two and the environment. Being the two most political organizations , the existences of the party and the government are in the great social environment. They are making the exchanges of the material, information, resources and energy with the environment of the surroundings including other various societies organizations at each hour and each time.
