Research On The Relationship Between Non-governmental Organizations And Government In Contemporary China

The relationship between government and environmental protection NGOS not only affect outcome of environmental protection,but also relate to the basic arrangements for the future of the relationship between nation and Society.At present,foreigner studies can not take complexly native system background into account while the domestic researches are filled with Structured and Static tendency,nor including in certainly typical cases or detailed interpretation.Therefore,it is difficult to capture accurately real relationship between non-government organizations and government in China.In this Study,we regard four environmental protection institutions as cases,attempting to analyse common interacting between both parties in terms of the autonomy,independence of non-governmental organization and control,representative authority of government.The study found that in the past the ideal picture of the national "cage" is difficult to sustain,and the local government plays a very important role in the relationship between government and non-governmental organizations;the Same non-governmental organizations in different Situation,adopt different actions in order to react with government,which has caused multiple relationships like linear control,unstable cooperation,embedded absorb and competition;In reality,the relationship between government and non-governmental organizations is not constant,it depends on the attitude of government,different combinations of behavior interaction between non-governmental organizations and government;the Society government control is more subtle and hidden corporatism strategy,shows the ability of independent development of our social system is Still at a low level;Grassroots NGOS has the potential to construct a tense"competition" relationship in the collective protest way,this discovery effectively modify the historical absence of type of relationship.However,due to the influence of formal and informal institutions,NGO generally attach to government,which form a unequal relationship.From the perspective of cooperative governance,benign interaction between government and social organizations needs institutional guarantee;The construction of "intensive" and "environment"government and identify the position of local government;Improving environmental governance mechanism of Social organization,perfecting policy to absorb talent,Structure of balance between government and non-governmental organizations are also important resources of both parties to promote benign interaction.
