Under the guidance of Marxist theory concerning party and nation, the thesis analysis the theoretical basis of the relationship with Chinese characteristics, traces back to the practice of the CCP seeking the relationship between the Party and the government, and then studies several problems relating to the separation . In the end, the thesis preliminarily probes into the strategy and tactics of reforming the relationship. Chapter one analyses several questions as follows. It analyses the theoretical basis of the relationship between the Party and the government with Chinese characteristics; It probes into the logical premise on theoretical analysis of the relationship between the Party and the government with Chinese characteristics; It discusses the political leadership relationship between the Party and the masses; It discusses the scientific orientation of the relationship between the Party and the government in contemporary China. The author holds that:(1) Liberation activity of the Proletariat requires objectively to realize the organic unity between the masses' historic decisive function and leading function of the Party. It is a logical premise for us to analyze building the relationship between the Party and the government with Chinese characteristics. (2) It is a political leadership relationship between the Party and the masses. The essence of leading of the Party is political leadership. That is to say, the Party leads and supports the masses to be the master of his own house. It is organic unity between the people's democracy and the leadership of the Party; The essence of the leadership of the Party determines the political leading relationship between the Party and masses; The political leading relationship between the Party and masses is manifested by the course of the political leadership of the Party. The course of the political leadership of the Party is a compound concept, that is to say, the party leads directs and guides politically for the liberation activity of Proletariat with the help of the masses 's voluntary supporting by the way of democratic politics and on the basis of the advance of politics. (3) The essence of the relationship between the Party and the government in contemporary China is a relationship between the Party and the masses. It is a kind of political leadership but not a kind of relationship that the masses are under the jurisdiction of the Party. The essence of the Party in power is that the Party gives political leadership to state power. This is scientific orientation for the relationship between the Party and the government in contemporary China. Chapter two reviews concisely the course of the Communist Party of Soviet Union probing into the relationship between the Communist Party of Soviet Union and the Soviet Union government. It focuses observing and studying on the course of the Party probing the relationship between the Party and the government, and separating the Party from the government. The author holds that: while dealing with problem of relationship among the Party and other political parties and groups, we must adhere to the principle of centralized leadership of the Party. At the same time, it is necessary to point out that the relationship among the Party and other political parties and groups is a kind of political leadership relationship but not a kind of relationship which other parties and groups is under the jurisdiction of the Party. Separate the Party from the government but not substitute the Party for government. Rule state by law but not substitute the Party for law or the Party go beyond law.
