| Nowadays, the society is facing a great technical change, which is the change of e-commerce. The increasing development of IT has a large influence on the international trade. The typical international trade activity usually includes buyers, sellers, banks, transportation, custom and so on. Because of lots of participants, the international trade process is low efficient, long term and slow responsive. E-commerce could connect all the participants on the Internet, transfer part of the international process to the Internet, which decline the cost of trade companies and improve efficiency. The international trade that based on the e-commerce is now accepted by more and more countries.Different people have different ideas about the influence brought by e-commerce. Some people think it is the greatest invention after wheel, but the others think it is Internet bubble just like the tulip bubble which happened in 17th, and will do no good to the society.In this article, the author thinks the e-commerce has integrate with the traditional economy, and really changed the typical economic activities. All kinds of economic activities, such as supply, demand, market structure, production and government are all changed. Furthermore, the behaviors of peephole are changed. E-commerce economy is not only a simple mapping of IT on the traditional economy, but also creates a lot of new businesses, such as Internet auction, digital signature. Furthermore e-commerce challenges the traditional economy. For example, governments face the difficulties to solve the problem of Internet taxation, digital money and so on. Even we can say that e-commerce is not only an economic question, but also influence the ethic of society.The change of reality needs the explanation of theory. We need to discover the rule ,of the new economy. This article is written on the platform of e-commerce, researches the rules and the development of international trade theory andinternational trade policies. The research frame is demonstrated as following:The main contents are: 1) e-commerce economy and the basic clue of international trade theory research, 2) international theories, including, (1) international division of labor, theory of world market, the change of international trade structure, (2) Comparitive advantage theory, H-O theory, (3) Product differentiation, scale of economy, scope of economy, 3) international, policies, including, (1) free trade policy and protection policy, (2) tariff issues, (3) new plutonomy issues in international trade, (4) WTO related e-commerce rules and articles.According to the "background-theory-policy" research methodology, this article consists of introduction and nine chapters. In the introduction, this article mainly discusses the background, basic concepts and framework. The other nine chapters are divided into three parts. The first part is the first chapter, sets forth related theory of e-commerce economy and e-commerce economics, and provide theoretic support to the following chapters. The second part consists of chapter 2, chapter 3 and chapter 4, mainly analyses the change and development of international trade theory. Chapter 2 is about international division of labor, theory of world market, the change of international trade structure, chapter 3 talks about Comparative advantage theory, H-O theory under the condition of e-commerce economy, chapter 4 discusses thee-commerce economy and product differentiation, scale of economy, scope of economy. The third part includes chapter 5 to chapter 9, mainly discusses the change and development of international trade policies under the condition of e-commerce economy. Chapter 5 is about free trade policy and protection policy, chapter 6 talks about tariff issues under the condition of e-commerce economy, chapter 7 is about WTO and e-commerce economy, chapter 8 discusses new plutonomy issues in international trade, the last chapter is about e-commerce and China's international trade development.E-commerce economy is a large research project.
