The content of industry system, the concept of industry system marketization and its criterions have been studied in this dissertation with methods of theoretic analysis, quantitative analysis and comparative analysis. The marketization-course of seed industry system in China has also been studied empirically. Some research progresses are achieved as following:Firstly, the content of industry system under the background of economic globalization and marketization has been demonstrated with the theory of system and the theory of industry competition, which is focused on industry business including industry administration, industry R& D, manufacture factors, industry service. Then industry system marketization has been defined as operating marketization of industry system, and its five economy criterions have been ascertained with the theory of modern market economy and the theory of industry organization, which are industry administration marketization, industry business marketization, industry R& D marketization, manufacture factors marketization and industry service marketization.Secondly, on the basis above, the method of estimating seed industry marketization-course has been established through refering the methods of estimating the index of economy freedom domesticly and oversea, and according to the condition of seed industry in China. This method includes 5 factors, 21 first-order indicators and 50 second-order indicators (quantity indicators). Each second-order indicator includes 5 order grading criterions: from 1 cent to 5 cent. The marketization index of seed industry system can be got through evaluating and accounting each indicator in simple average. Lower index of seed industry system marketization means more marketization.Thirdly, the marketization-course of seed industry system in China has been examed completely with subjective and objective methods. The marketization index of seed industry system in China 2003 is 3.50 through studying empirically, which belongs to mostly no-marketization. It proves that seed industry system is still in the shadow of planned economy in China. It reflects in three aspacts. The first is manufacture factors, such as land public ownership, immature labour and capital market, low industry convergence degree. The second is seed industry administration and industry service, such as no distinction between government administration, enterprises management and public institution administration; The independence, representation and function of seed association are low, and variety right protect system is not perfect. The third is seed industry R&D, such as rigid R& D management, administrative variety spread, low ability of non-stated R&D organization on breeding and low industrialization rate of new variety.Lastly, in order to speed the marketization-course of seed industry system and to improve interntional competiton of seed industry, some industry policies are put forward after examing completely the marketization-course of seed industry system in China and referencing American seed industry system, such as consummating 《seed law》 according to the rule of market economy to reduce government interference; Enhancing variety right protection to perfect variety right protec system; constructing the new pattern of nation-province two ranks seed industry system in China through reforming state-owned seed enterprises, research instiutions and seed associations, and consummating seed administration system.
