Our country is an unified multinational country, which is composed of fifty-six nationalities including fifty-five minority ethnic groups. The population of minority ethnic group is about more than one hundred million, and the proportion of their habitation area accounts for 64% of the whole area of the country. Currently, there are five minority autonomous regions, thirty minority autonomous cantons and one hundred and twenty minority autonomous counties in China. Autonomous regions are absolutely necessariy the part of People's Republic of China, as well as the administering legally by the autonomous departments at the autonomous regions is the important part of the whole country's administering legally.In order to achieve the goal that constructing our country to a socialism one with governing legally, we must implement the administering legally at all levels of administrative agencies, which include the agencies at all autonomous regions.
