As a kind of unique resources, the human resources' status and function are becoming gradually outstanding in the social and economic development, and the study on the human resources development is more and more being paid attention. In western ethnic minority regions called "rich poverty", in the times background of the western development, the human resources should be developed and applied so that the local natural resources can be changed into real economic superiority. To pay much attention to the human resources in ethnic minority regions and to fully develop it are the only way to accomplish the sustained development. To the way to develop human resources, both the western human capital theories and the experience of the human resources development in regions think education is the main way to develop the human resources. So, according to the human capital theories, making Pengshui Miaozu and Tujia Autonomous County as an example, the thesis attempts to study the problems of the human resources development in ethnic minority regions and the educational countermeasures.Through the positivist investigating and analysing the human resources development in Pengshui Miaozu and Tujia Autonomous County of Chongqing, the author finds the following problems: I .The human resources' quality is poor, which includes the proportion of illiteracy and semi-literacy is high; educational background of professionals is low. II . The human resources' structure is unreasonable, which includes the education structure and profession structure of the human resources are unreasonable.III. The developer of the human resources are unitary. IV.The human resources aren't fully developed. V. The education is not fully developed. It includes: the elementary education is in poor conditions; the vocational education can't meet the requirement; teachers are seriouslymakes slow progress and it's relatively weak.In order to effectively solve the above-mentioned problems, the author analyses the sense, economic and environment factors that condition the human resources development in Pengshui Miaozu and Tujia Autonomous County, and then the author raises some suggestions and thinking in educational countermeasures of the human resources development in Pengshui Miaozu and Tujia Autonomous County: I . Set up the concept of ethnic minority education's suitable and surpassing development; II .Set up the system of the pluralistic developers of human resources development;III.Merge the general education with the vocational education; IV .Prominently develop the regular vocational education; V .Strengthen adult education.
