The great strategy of the building of a harmonious socialist society has been put forward by the CPC(the Communist Party of China) in the new period. On the precondition of the fundamental situation of China's socialistic elementary phase, this strategy is brought forward in order to meet the needs of building the socialism with Chinese characteristics on the basis of sucking the pith of thoughts on a harmonious society at home and abroad in the new period. It is a grand strategic task, and with the efforts of all Chinese people, it will definitely be realized in the end.There are five Minority Autonomous Regions in China. The minority population approximately accounts for 50% of the total Chinese minority population. They are situated in the border areas of China with wide area, centuries-old history, specific environment and a tradition of anfractuous nationalities, religions and customs. As a result, it is exerting negative influences on the building of a harmonious society of the Minority Autonomous Regions, including some disharmonious factors and problems with their consequence of stunting the advancement of the building of a harmonious society of the Minority Autonomous Regions.It is a new historical question on how to correctly answer and resolve the problems of the building of a harmonious society in the Minority Autonomous Regions under the great social background of constructing an all-round well-off society and a socialistic harmonious society. From the standpoint of the juristic systems which are the important part of the superstructure, namely from the standpoint of the perfection of nomocracy, the problems have been reviewed and discussed for the purpose of researching the building of a socialistic harmonious society, and then some specific measures of the perfection of nomocracy have been put forward. So it might provide a new position of research for the building of a harmonious socialist society. There is no doubt that the perfection of nomocracy of the building of a harmonious society of the Minority Autonomous Regions is of great significance for facilitating the modernization drive, solidarity and stabilization, and for achieving thesuccess of the strategy of the building of a harmonious society of the Minority Autonomous Regions.Firstly, this is a thesis which reviews synthetically the thoughts on a harmonious society at home and abroad from the ancient times to now, opens out the basic connotation of the harmonious socialist society put forward by the CPC, and then points out the basic target and task of the building of a harmonious society of the Minority Autonomous Regions and its particularity, by means of using the basic theories, standpoints and methods of Marxism, and seeing from the angles of political science, ethnology, law, administrative science, sociology, economics and history, etc. Secondly, it specifically studies the obstacles of the construction of nomocracy in the process of the building of a harmonious society of the Minority Autonomous Regions, including the incomprehensive laws and regulations, the unsound system of administrative law enforcement, the powerless oversight of judicial administration system, the laggard judicial redress system, and the people's indifferent consciousness of the legal systems, etc. Finally, on the basis of problems given above, it raises the specific measures of the perfection of nomocracy of the building of a harmonious society in the Minority Autonomous Regions through the method of the unification of history and logic, including perfecting the systems of the legislation, the administrative law enforcement, the judicial administration system and the jural oversight, and strengthening the people's consciousness of the legal systems, etc. Having accomplished the process of the analyses above, it strives to embody the organic unification in the whole research process of finding out the problems, putting forward the problems and raveling out the problems.
