On The Macro-control Right

The macro-control power, being a core economic law concept, has caused heated disputation as it was examined in theory or applied into practice. The planned economy system had dominated our domestic economic life for a long time. But from the 90s of the 20th century on, accompanied with the establishment of market economy system, the significance of the macro-control becomes more and more notable. The development of the market economy is also a process of the strengthening of the macro-control in the economy realm. The macro-control power, as a new governmental function, comes into being with the growth of the market economy. However, theories that guide and support the performance of such a power are far from mature. At present, the macro-control power is defined theoretically in some academic researches as the power of "decision making power" or of "decision making and executing power", and "macro-control power should be concentrated into the central government". Such ideas indicate from different aspects the deepening of people's understanding of the macro-control power in the economic law theory construction. Every idea makes a point to some degree, but is insufficient to define the macro-control power from a comprehensive point of view. The vagueness in defining the concept macro-control power may directly affect its practice. The precise connotation and denotation must be given to this important idea, which is an urgent task in the present economic law theory research which is significant to the practice of such a power. To accomplish this task, the author of this dissertation tries to set up a framework of macro-control power theory. Through an integrated point of view which is supported by the overlapping field of the law, the logic, the economics, the politics and the history science, the origin and evolution of the macro-control power is traced, the connotation and denotation of the macro-control power is defined, the exercise of the macro-control power in our domestic market economy is observed, the relative foreign experiences in the macro-control power application is discussed, and the elementary questions on how to establish, distribute, and supervise the macro-control power is considered within this theoretical framework.The whole dissertation consists of six chapters.
