The International Order directly decides the value allocation among states ,so establishing the order dominant by themselves is always the aim of the big states .This article studies the problem of the International Law and the International Order in term of combining the International Law Science and the International Politics Sciences under the background of the globalization ,pointing out that we should give full play to the function of the International Law and provide safeguard for the establishment and the steady opoeration of the International Order.This article is made up of four major parts.The first chapter is the introductory rematrks ,briefly talking about the starting reason of the theme, the current study situation and the viewpoint of the article.The second and third chapter discusses the relationship between the International Law and the International Order through explaining the basic theories of the two.The second chapter explains the thought source ,the basic value, the political foundation and the function of the International Law as well as the relationship with the International Order . The Natural Law is a rational law, representing the justice , harmonious order and the people's reason, the trend of history and the law of development, offering the value of fairness and justice for the International Law . The Natural Law theory explains the social political phenomenon and ideal in the view of the Natural Law, points out that the basic spirit of the Natural Law is to seek peace and abide by agreement, the basic value expressed is justice .The Natural Law has established the thought kernel of the International Law and has been the thought source of the International Law. The ideas of the International Law are peace , justice and human rights which are also regarded as the base of the international legal society, they are the reflections of the international social structure and operating law , signify the value goals of the International Law and the last sustenance of mankind to the International Law, they not only have the function of forming the International Law but also provide evalution and adjustment function for the International Law.
