International organization, as the non-sovereign-state behavior deeply involved in building the context of the international legal order that is the core of the international system under the era of globalization, with shaping impact on the international social environment of human existence deeply, and it is in international relations in the shift in the various political forces mutual wrestling force release the integration and interaction of the aspect of the game in the process of gradually forming. Under the condition of the international pattern that is the relative balance of power, a contract agreement for the establishment of an international organization for the common purpose of the interests of all parties, provides legal capacity and capacity of the international organization fundamentally, and constitutes the legal basis and source of strength for the functioning of international organization.The limited capacity of the international legal status of international organization,makes it in today's colorful international environment, especially upon from the senior politics next to the lower politics complexed interdependence multifactorial condition, special legal personality multifunction display its participation in global governance, provides a potential outbreak space for building the new international legal order. Depth practice of international organization shows: international organization is becoming playing a dominant force in global governance as an international interactive mechanisms, so that the world is increasingly becoming an interdependent community of destiny.In this dissertation in addition to the introduction and conclusion, there are four parts.Part ?: from a rich array of source material of historical evolution explores the generation characteristics and its material causes of international organization,fuses to the natural concept of international organization form multi-disciplinary experience; through the analysis of the international legal personality of international organization, reveals the basis legal personality of its function.Part ?: grasping the philosophical concept of international legal order from the analysis angle of the Philosophy of Law, and demonstrating academic multidimensional awareness of the international legal order; based on the theory of dialectical materialism particular on the Contradictory Analysis, to explicate the interaction mechanism between the function of the international organization and the international legal order; through elaborating the background of major changes of the international legal order to explore the direction of the transformation and upgrading of the function of the international organization.Part ?: from the United Nations to build the international peaceful order in post-war to grasp the comprehensive international organization functioning; the European-integration pattern is observed by the EU three operating mechanism; an analysis of APEC's regional economic co-feature; Shanghai Cooperation Organization's anti-terrorism mechanism is significant for the regional security and stability;an analysis of the ambitions of the Group of Eight to lead the international pattern by monopoly power.Part ?: by the newer and old international order changed, analysis of innovation and development capabilities of international organization, to seek the direction of their functions with changing deeply;deeply thinking on how to play the advantages of the international organization's function to build the new international legal order; looking to the future, the international organization deeply involves in the international affairs for the description of the function.
