Because of the environmental pollution and destruction of our country at present, the direct economic losses caused every year far exceed the total of economic losses that various kinds of crimes caused every year of the whole country, and a sery of serious environmental problems such as the soil erosion, soil desertification, climatic anomaly, ecology are out-of-balance, etc. caused by this and the indirect danger to the people's life and health brought by the deterioration of the environment can not be weighed. Since the seventies of last century, the environmental protection work of our country has been strengthened to some extent because of receiving the attention day by day, a batch of laws and regulations related to environmental protection came out one after another, thus make the efforts at environmental protection of our country got onto the track of legal system . However, the perfecting of law had not totally prevented environmental pollution and continuation of the ecological disruption from aggravating and expanding. The malignant incident of endangering the environment seriously still happens frequently. Under this kind of background, researching the environmental protection of the criminal law and strengthening the control of the environmental crime have very important theoretical and realistic meaning.
