After the cold war, the international structure has changed dramatically. Although the possibility of world war is less, it doesn't mean the peaceful international society. International crises happen frequently, international situation is full of tensions, especially traditional and non-traditional security crises interact together, all of which constitute the serious challenge to the international security and become the grand strategic danger for world peace and development. How to establish effective and scientific international crises and to reply the challenge of international crises has become an important problem. Therefore, I try to constitute the new model of international crises management adapting characters of new times and make the deep research for the world peace, through synthetically analyzing models of compare, cases and patterns, forming new models of the international crises management, based on the comparative research on the traditional models.Chapter one Structure and Function of International CrisesIn this chapter, I try to systematically explain structure and function of international crises management. I think study on the relevant theories of international crises management is the basic request of the development of politics, economy and culture, and provides the theoretical base on following research of the traditional models. Firstly the premise supposition and the inner conflict of international crises management are deeply analyzed. I believe the international crises management is doable, which is the basic premise and the logic start point of our research. There are three inner conflicts in international crises management which give our study more difficulties. Since the effect of international crises management is influenced by many elements, our discussion on them is meaningful. Then I analyze structure and function of international crises management, in which structures determine functions and functions influence the stability of structures. International crises management as a kind of third classes structure determines the three functions of international crises management----prevent, control and serve.Chapter two Traditional-security International Crises ManagementIn this chapter, I analyze models of international crises management under the framework of traditional security. After the cold war, the status of non-traditional security elements become higher, but it doesn't mean it has replaced situation and function of traditional security. Instead traditional security plays the key function in international security, so it is still very meaningful to strengthen the study of traditional international crises management. Based on the compare of three typical crises of military war, regional conflict and nuclear, I analyze the advantages and weaknesses of these models. After the cold war, crises caused by traditional security elements happened usually, which has greatly influenced international society peace, stability and development. From the practice of international crises management in the international society, traditional models have not followed the change of the international situation and become balks of international security and stability. Therefore, in order to get rid of the plight, we must find the new way and exceed traditional models.Chapter Three Non-traditional-security International Crises ManagementIn this Chapter, I make the deep research on non-traditional international crises management. As the new elements in international security after the cold war, non-traditional security plays more and more important roles. 9/11 terrorism attack shows that non-traditional security greatly threatens international peace and the human's survival and development, mixing with traditional security elements. Taking the proliferation of weapons of mass destruction, international terrorism and the tragedy of humanitarianism as examples, the author analyses the measures to the non-traditional security of international society and its weaknesses. From the point of international political practice, there is still inertial logic in the international society in the way to deal with traditional security crises instead of non-traditional ones. It is obvious that this logic could not follow the tide. If we want to solve the dilemma to non-traditional international crises management, we need innovations of its models.Chapter four Framework of New Models of International Crises ManagementIn this chapter, I discuss the construction of new models of international crises management based on the criterion. From the conclusion grounded on the study in chapter two and three, starting from analysis of connotation and features of new security views, the author thinks that new security views, as a kind of theoretical innovation, will provide theoretical gist to world peace and stability, and that it will change logical patterns of international crises management radically and supply the great instruction to regard new security views as the theoretical views of new models. I believe that the effect of the traditional models of international crises management is not so well mainly because of the lag and faultiness of its mechanism, so constructing"Two Nucleus and Multi-Dimension"mechanism is the basic outlet to traditional models. At the same time, since traditional models have some bugs, such as simpleness, less applicability and so on, the innovation to old models will offer the doable ways to the construction of new models of international crises management. UN, the biggest managing organization of international crises, should became the dominant and guarantee. Strengthening UN authority and pushing its revolution is one important step in the construction of new models. New models, a kind of correction and advancement to its traditional models, would play the active and constructive role in international conflicts and issues.Chapter Five Surpassing Tradition: Chinese choices to models of international crises managementIn this chapter, I mainly study Chinese choices to this problem. At first, challenges China meet in international crises management are put out, then the capability of Chinese international crises management is evaluated, at last I try to find out our basic strategic choices. I try to discuss our basic models of international crises including good relations and neighbor in the politics, cooperation and win-win in the economy, multi-restraining in the diplomacy, coexistence and mutual supplement in the culture, peaceful solving in the means and initiative shaping in the strategy. To strengthen the research of international crises management will promote not only forming and developing of world political and economic new order but also shaping of the harmonious world. In the last part, taking the cases of Korean nuclear issue, the author analyzes Chinese function in six-parties talk, which is validate our international crises management in the practice. We could make the conclusion that Chinese models of international crises management are very meaningful to the world.In conclusion, based on the research on traditional models of international crises management, I point out our country should construct new models and supply the base to our choices of models and the practice. So the analyzing logic in this dissertation is very clear.
