With the unceasing tendency of globalization and the increasing thoroughness of the social reforms in China, unprecedented changes have taken place to people's ideology and morals. Complicated issues which can motivate and support the course of building a harmonious socialist society in the mental aspect such as how to intensify and improve ideological and political work, and how to raise people's ideological and moral standards have to be settled urgently. Any social practice activity should be based on certain resources. This is true of the ideological and political education which is a kind of social practice that a certain social class and political party exercise their influence in an aimed , planned and organized way on their members to enable them to meet the ideological and moral requirements as needed. In a sense, the course of ideological and political education (IPE) is a course which bring the resources of ideological and political education (RIPE) into play and the efficiency of the education is closely related to the degree of the sources being utilized. For this reason, it is necessary for masses of educators to keep in mind the issue of how to correctly understand, develop and utilize SIPE. Centering on this basic point, the writer makes an attempt in the eight-part dissertation to systematically elaborate other SIPE-related issues from the angle of both theory and practice.1. RIPE is the fundamental concept of RIPE theory, and suitable understanding of the essence and characteristics of RIPE is of the first importance in the theoretical and practical study for RIPE. Starting with the notion, the dissertation investigates the historical course of resources notions as well as the implications and general characteristics of the resources, and then reveals the precise implications and characteristics of RIPE closely integrating with the IPE essence and peculiarity, with the view that the so-called RIPE is the combination of all essential factors which can be developed and utilized by educators, which are beneficial to the realization of IPE purpose in the course of IPE. It has such characteristics as historical formation, limited quantity, mutual utilization, diversified functions etc. Moreover, in order to understand correctly the essences and implications of the IPE, this article further discriminates the relationship between SIPE and the IPE purposes, substance and approaches, the distinctions and connections between RIPE and educational resources, and political resources.2. Concept guides action. It is fundamental to establish the correct view of RIPE so that RIPE can be developed and utilized rationally. Firstly, this article reveals the essence and the functions of RIPE in a comparatively scientific way, holding the view that RIPE concept is the basic view which people hold towards the formation, the concept, the function as well as the perspective of IPE. In addition, this concept which is produced in the course of exploiting, utilizing IPE determines people's basic altitude towards SIPE and subjective understanding towards basic behavioral tendency. In the following step, this article reviews and analyses the development course of RIPE in the primitive society, slave society, feudal society , capitalist society as well as analyses main contents and characteristics of Marxism RIPE concept. On the basis of this point, this article elaborates comprehensively the contents of RIPE concept including integrity concept, opening—up concept, development concept, discrimination concept, efficiency concept3. The classification of RIPE as the important components of RIPE theory has a comprehensive and oriental instruction to the development and utilization of the RIPE. According to different criteria, the author divides RIPE into different resources form s such as natural and social resources, material and spiritual resources, traditional resources, situational and future resources, dominant recessive resources. Furthermore, resources forms can be divided into scenery natural resources, material natural resources, principle resources, cultural resources , scientific resources, informative resources ,financial resources ,media resources, temporal resources , national spirit resource, group spirit resources , individual sprit resources , traditional resources , contemporary resources , future resources and so on. Thus the implications, characteristics, manifestations and the development meanings of various concrete resources have been elaborated. Classified research aims at clarifying the existing "extensive resources" phenomenon in the present IPE so that people can more fully, clearly realize the RIPE system and its internal relations.4. The resource serves to realize the human social activities. It is exactly the human social activities that transform those kinds of material and spiritual existence into resources with value and significance. Since any theoretical research has to be deepened on the level of regularity, it's necessary to understand the manifestation of the RIPE function and further reveal the conditions and rules of RIPE function's exertion. The function of RIPE is inherently made use of by masses of IPE principles and serves for the IPE activities and is the combination of its objective traits and people's subjective requirements. Generally speaking, the manifestation of RIPE function contains basic function and extending function in which basic function is the prerequisite of extending function while extending function is the final aim of the basic function. Meanwhile, the author states the meta function, id function structural function in the dialectal materialist point of view and advocates that resources should exert its integrated function instructed by systems theory via increasing quantity of RIPE, improving quality of RIPE and optimizing the structure of RIPE system.. Then, this article further states the three social conditions and the three basic laws by which the EIPE function can be exerted——establishing modern RIPE, increasing the input of RIPE development, raising thescientific content of RIPE development and the law of organized rearrangement , the law of complimentary increment, the law of chain reaction.5. In the socialist market economy, the development of RIPE must apply to the new situation and initiatively set up strengthen the cost awareness and efficiency awareness. No RIPE development is gratuitous, it must be paid accordingly. In the same case, the RIPE development must be invested in certain form and the investment is the cost of RIPE development. On the whole, the price of RIPE consists of three parts: economic price., social price and environmental price, corresponding to the three cost of RIPE development: economic cost, social cost, environmental cost. This article also elaborates the measuring method of the economic cost, social cost, environmental cost of RIPE development respectively. In the course of RIPE development, direct or indirect price doesn't interfere the efficiency production of RIPE development. It is also stated that the efficiency of RIPE development have three manifestations: economic efficiency, social efficiency and environmental efficiency. Finally, it puts out the basic approach of raising the efficiency of RIPE development. That is sticking to dialectics unity of three kinds of efficiency, raising the comprehensive utilization ratio by means of science and technology, adjusting the structure of RIPE development, speeding up the process of science and technology, culture, information industrialization and media commercialization.6. The RIPE development is the prerequisite of RIPE utilization. It is necessary to develop RIPE scientifically in the first place in order to utilize EIPE efficiently. This article first examines the content and characteristic of RIPE development and puts out types of RIPE development: natural resources development and social resources development , lateral development and vertical development, one-way development and comprehensive development, quality development and quantity development and so on. The author holds the view that it is necessary to apply to a series of EIPE development principles: practical, systematical, dynamical, efficient , sustainable and so on. Meanwhile, it is essential to make proper use of RIPE development modes: out-obtained RIPE and self-made RIPE. Finally, the author particularly elaborates the development modes of principle resources, spiritual resources, financial resources, temporal resources, and informative resources , which can be quite beneficial to other RIPE developments.7. The allocation of RIPE is a complicated and comprehensive exploitation project. How to allocate RIPE in a reasonable way and make full use of it must be very critical in RIPE development. In this article , all the SIPE internal relations include mother-son relation, complementary relation, replacing relation, supporting relation and so on. Therefore some suggestions are put forward to help optimizing the configuration. We could not allocate RIPE blindly, but arrange them according to their internal relations to optimize the configuration. This article first explains the meaning and significance of allocation of RIPE, pointing out that the goal of the collocation is to organize those dispersed resources in order, to arrange them more effectively so that they can be overall exploited, thus more IPE benefits can be created. The essay also states some modes to allocate SIPE, including similar resources allocation and different resources allocation; routine general allocation, market trade allocation and strategic alliance allocation.8. The aim of exploiting and allocating RIPE is to utilize it properly. After explaining the meaning, symbol and significance of utilization of RIPE as the foundation, this essay makes further discussion about the different methods to check its exploitation rate, including monomial and synthetic testing. The article expatiates on three modes of the utilization of RIPE; the first mode concentrates on synthetic utilization of unitary resource, the second discusses the synthetic utilization of different resources in a single district or department, the third one deals with different resources in diverse countries, districts, departments or units, as well as in different periods. At last, to help improving the utilization, the article presents several skills with strong maneuverability, which emphasizes the analysis of components and characteristic and the direct user of RIPE, the partition of property right and usufruct, and establishing the sharing modes of RIPE..To sum up, the process of RIPE is just the process of exploiting and allocating RIPE. To what extent RIPE is exploited, allocated and utilized, what results will be achieved of IPE. The above-mentioned theoretical and practical examinations of issues concerned RIPE not only establish the basic research framework and theoretical system but also instruct the RIPE development effectively , thus theoretically and practically significant to the increase in IPE efficiency and establishment of a fresh IPE image.
