On Historical Types Of Administrative Personality

This text was going with the background of administrative reform and service-oriented government construction, and it thought the key for getting away from the traditional administration reform, getting into a dead-disorderly hobble, lied in the constructing the administrative personality, the key for strengthening the government's ability construction lied in constructing or purchasing the independent personality of administrative personnel. Furthermore, building the independent personality of administrative personnel was the orientation of service-oriented government construction, which was not only the essential request of Human-oriented to the government oneself, but also the practical way of carrying out scientific outlook of development and strengthening the ability of reign.In the developing history of public administration, the study on administrative personality had been in lack. Firstly, the chapter 1 started with the different academics angle of personality and different understanding on person, critically integrating the productions of philosophy, ethics, psychology, law etc, and expounded the meanings of personality, standing out its'being of ethics. Then, this thesis reviewed the public administration's theories of administrative personnel, setting forth the signification of administrative personality as an individual personality from ethical being, and as a colony's personality in the vocational process of public administration. Next, the text discussed the realistic foundation of the administration personality boring on, emphasizing that controlling administrative discretional power shouldn't only localize on pure formal rules, but consider of ethics or morals, and values, and concretely discussed that the administrative personnel's essence of ego and society come into true, emphasizing the personifying realization of public character. At last, on the basis of historical materialism, the author concretely illuminated three kinds of historical genres of administrative personality.In the traditional agriculture society, because of the natural economic conditions, interpersonal relationships were complete reliant, forming a kind of subject gathering in groups, and in the culture background that religion, law, and ethics were incorporating, the social structure that families and the States were similar, reliant personality had been ubiquitous and achieved steady sustainability of validity. In the domain of governing society, owing to dominating of distributing relationships, grading of social structure, incorporating of religion, law, and ethics, the system of governing society was pursuing super stable social order, law being on the verge of status, and was virtually power-governance. In the frame, it concretely analyzed the power- attachment structure of bureaucrat system, and the administrative personnel's destiny of relied-personality, within the administrative system of taking power relation as the axis. In the mode of power-governance, relied-personality was actually realization of society-grading and personifying of authority. Concretely, in the western agricultural society, there were slavish personality under godhead of authority, and in our agricultural society ruled by imperial power of authority, were dual personality, which took the scholar-bureaucrat as their representative.With the success of Industrial Revolution, the historical process of modern society had been starting, liberty of spirit been expanding, market economy been thriving, social relationship been materialized, and human had been developing from the stage of persons'relying on person to persons'relying on thing. In the background, Chapter 3 discussed the movement that personality had stepped into independence since Enlightenment Movement, and pointed out, because of blazoning the human's rationalism and subjectivity excessively, individualism had over-developed, the totality of personality had been cleared up in the unbalance ethical zoology, and human had stepped into reverse side of freedom in pursuit of it. And this negative side had influenced the sphere of public administration. The section 2 pointed out firstly, in the industrial society, the mode of governance was the rule of law, which emphasized the supply of market institution, and established the process of rationalization of public administration. So, in the mode of law-ruling, the public administration was oriented by efficiency, and efficiency was the total principle of governmental setting function, behavioral pattern, thoughts of management etc. Getting to the bottom of it, the autonomous movement of science and social converting of technology, established the dominant status of implemental rationality in the life, and per se bureaucracy pursued formal rationality. And the section 3 analyzed the antinomy of rationality in the bureaucrat system, pointed out its'theoretical and practical predicament, and summarized all kinds of characters that administrative personnel's personality had been tooled in the bureaucrat system.However, with the continuous developing of market economy, the private sphere being enlarged, independent personality had been the tropism that common member in the society constructed his or her personality. Next, the section of Chapter 4 discussed the subjective foundation of independent personality and the transformation of personality in the social communication, analyzing the independence in three layers of human existing and realization of intersubjectivity. Based on the division of public and private sphere, it pointed out the public sphere was the stage of figuring the independent personality of administrative personnel, but to make it come true really, it must hanged on the converting of mode of governance. Through analyzing the theories of governing and substantive constitution in the post-industrial society, the section 2 pointed out exigent significance that government supplied itself order, and thought the contemporary governing mode should be rule of morality. What was called rule of morality, it was designing and arranging institution based on understanding and according as ethical relationships between persons, and the concrete approaches were institution-moralizing and moral- institutionalizing. Moral-institution was the institutional guarantee that independent personality would come into reality. Through reviewing the history of public organization, the article also predicted the cooperative organization would be in reality, and thought it would be the organizational foundation of the independent personality. The section 3 pointed out services was nuclear value of the moral-ruling mode. When administrative personnel were practicing the value of system, they would realize their intersubjectivity and achieve their independent personality. And this would not only reconstruct the theory of administrative subject, but boost up the governmental function of conforming society. This would not only mean the history of administrative personnel's oneself development be unity with the logic, but that theoretical developing of public administration be logical consistency, surpassing the separation of fact and value, politics and administration, equity and efficiency, also indicate that the history of governmental administration be unity with its logic.
