Research On The Independent Administrative Personality From The Perspective Of Government Governance

The governmental administration is built up on the basis of sublating the governmental domination and governmental management.Social multiple participations,including government,social organization and citizens,are the significant symbols of governmental administration modernization.However,as the model and guidance subject,government possesses the irreplaceable function of system design and social mobilization.The healthy personality of administrative staff in government plays a vital role in the governmental administration modernization.As a consequence,the personality construction of civil servant should be taken as one of the subjectivity requests of governmental administration modernization and receive more attention.Administrative personality is consistent with the social administrative mode.From the perspective of society historical development,this paper firstly shows that the development of social administration mode successively has gone through the three stages including dominance,management and administration.Correspondingly,the development of administrative personality has undergone the periods of the attached and tool personality,and is transferring to the independent personality.Subsequently,this paper analyzes the three realms of administrative personality and demonstrates.Afterwards,the relationship between independent administrative personality and government administrative modernization is further analyzed on the basis of the demonstration of connotative,core element and construction necessity and possibility of independent administrative personality.The relationship mainly lies on three aspects: firstly,the isomorphism of value idea of independent administrative personality and government administrative idea;secondly,the moral support,ethic constraint and will support of of independent administrative personality on the modernization of government administrative;Thirdly,the powerful external support given by government administrative modernization.Besides,this paper analyzes the real dilemma and the reason of independent administrative personality.At last,the construction paths of independent administrative personality are proposed from four aspects,namely fostering the administrative individual with both ability and political integrity,establishing trust-based cooperative organization,constructing moralizing administrative institution and cultivating service-oriented administrative culture.
