The Research On The Present State And It's Perfection Of The Administration Personality In China

Constructing the administration personality which can meet with a service-oriented government and reflect administrators'independence is not only a target of deepening the reform of china's administration organization, but also a realistic choice to improve the governing ability. The key of perfecting nowadays administration personality is the location of its ideal mode.Initiated from the consideration on ideal personality, the ideal administration personality has been searched for a long time with the process of social development. China's Confucian ideal personality and western ideal personality, respected by recent period torchbearers, are predecessors of the ideal administration personality. Under the bureaucracy organization, the design of ideal administration personality adopted the assumption of instrumental rationality, and then, has to face the ethical dilemma of impersonalization. At present, China's governance concept is in transition. How to stand upright the administration personality, to get rid of selfish in public area and to break away from the predicament of value's confusion are very important in reconstructing ideal administration personality.Marxist ideal administration personality theory insists on improving administration personality by people's evaluation. It expands the vision from administrative area to the whole society and takes people's absolutely freedom as the ultimate target, shows the administrative personality development direction. For these reasons, this research takes Marxist ideal administration personality theory as proof foundation, places the key point of administration personality analysis on people's appraisal.Having unified the public administration value system's theory construction, the author makes uses of the social investigation, supposes and confirms the feasibility of three dimensions(cognitive, appreciative, moral) in administration personality's researching. Afterward, china's administration personality has been analyzed under them. There are some defects show as'dual personality','attachable personality','passive personality','revising personality'and so on.At last, the author proposes some suggestions, for example, opening information, creating the mode of human resource management, to improve china's administration personality to the ideal state.
