After June 4th Event, the United States imposed military sanctions against China including suspension of sales to China of military equipments and weapons; export of U.S.- built satellites; nuclear trade and cooperation; and liberalization of export controls on technology by COCOM. In the following days, U.S. military sanctions against China evolved in different administrations. This dissertation aims to do a systematic research on the historical process of U.S. military sanctions against China after June 4th of 1989 from their imposition to the following evolvements. Meanwhile, purposes of sanctions were also analyzed in each administration and even in different stages of some administrations. For the former, this dissertation uses history- analyzing method and literature- analyzing method; for the latter, it takes Rational Actor Model as the leading way and with Inter-branch Politics Model as an addition.The findings of this research are presented as the following:1. With a view to the evolvements of sanction policy, they evolved, from G. Bush. Administration to the two terms of Clinton Administration and to the present G. W. Bush Administration, in the following way: loose—loose—from loose to suddenly tight—tight.2. With a regard to purposes of sanction policy, G. Bush Administration imposed sanctions against China for the protection of human rights immediately after June 4th Event, while later strategic considerations were stressed so that actions began to become loose for the importance of a stable Sino-U.S. relationship. During Clinton's first term when economic safety was taken as a priority sanctions were implemented in a more loose way. The early second term of Clinton was characterized by comprehensive engagements with China and the development of a constructive and strategic relationship with China, sanctions were also loose; but then under Congress's active intervention the sanction policy tightened. G. W. Bush Administration also took a tight action on military sanctions for preventing China being a threat.3. As for the trend of military sanctions, though G. W. Bush Administration adhered to the policies twenty years ago, the basis of decision-making changed fundamentally: from protecting human rights to preventing China being a threat. This insight is of great importance for us to understand Sino-U.S. relationship of today and seek the ways to lift sanctions. 4. As for the use of foreign policy decision-making models, Rational Actor Model is still proved to be an effective tool for decision-making analyses though there is need to be improved; when using decision-making models to analyze foreign policies, we may take a comprehensive way according to different backgrounds and agenda.Chinese Academic Classification: D8...
