The Research Of The Government Trust And Its Constructing In Democratic Administration

In the developing process of human's political civilization, especially in the development of democratic politics, governments have been under the pressure to prove the legitimacy of the public power in their control. In the historic turning time of social changes, the legitimacy of a government not only stem from the confirmation of laws, but it also was trusted by the public. Confronting the trend of government trust crisis, scholars investigate and reveal the reason of the complicated social phenomena from different disciplines and perspectives. In contrast, after examining and criticizing the disadvantages of the bureaucratic system, some scholars, from the perspective of public administration, pointed that the bureaucratic system was the most fundamental reason bringing forth the government trust crisis in western countries. Scholars, re-examining the running mode of the traditional bureaucratic system and government, explored a perfect model of government administration to put forth proposals for the executive reforms in these countries. From new public administration, new public service theory and administrative theory gradually formed a system of democratic administration, whose core value lies in its expressing public interests at most, and paid much attention to the co-operation between the government and the public. Furthermore, it provides a thinking way to solve the government trust crisis caused by the rigidness and corruption of the bureaucratic system and will become the best choice of every government in these countries. Based on the trust theory, with the disciplines such as sociology, psychology, administrative science, politics and executive science, the thesis just made some fundamental studies on the core concept of government trust and studied the internal relationship between the government trust and the trend democratic administration. By analyzing on the value basis, behavioral construction and moral system guarantee of government trust and comparing the difference between China and western countries, to prove that democratic administration is the ideal mode to construct the harmony relationship between a government and the public, the thesis attempted to provide a model for the democratic administration process of a government from the perspective of the relationship between a government and its citizens. Theoretically, the author attempts to put forward some proposals on the Chinese service government construction, on the basis of the harmony government trust.To sum up, it is divided into five chapters except the introduction and the conclusion. The main contents of the five chapters are as follows:Chapter I . Multi-analysis on the government trust. This chapter is the prerequisite fundament of the thesis. At first, according to the etymology, the author distinguished the different meaning among the near synonyms like trust, credit and prestige and so on, to confirm the correct understanding of the term trust. Then, owing to the multi-meaning of the term trust, the author analyzed the concept of trust demonstrating that government trust is a complicated phenomenon with multiple perspectives. Furthermore, explaining the common statistic methods is to distinguish the difference of among such concepts as government trust, government content and government supporting ratio and so on. At last, from the macro-perspective, the author analyzed the relationship among government trust, politics, economy and culture, explaining the multi-element context of government trust construction and clarifying the realistic significance of government trust in every field.Chapter II. The interest basis of government trust. The government trust reflects the mutual relationship between a government and the public which is based on the public interests; the establishment of the value concept conforming to the public interests will provide a lasting and legitimate source for a government. The bureaucratic system and the new public administration respectively take efficiency of instrument ration and market ration as their respect value concept, and they will cause government trust deficit on different degree. Democratic administration, at first, is a kind of public administration, public interests as the essential characteristics, to guarantee that public interests are on the controlling position, combining the instrument ration and the market ration, and rebuild the value concept needed by the government trust to maintain and develop public interests.Chapter III.The co-administration logic of government trust. Trust and risk are closely connected together. There is a kind of political trust-agent relationship between the public and a government, that is, government trust virtually is the typical entrusted trust with the executive power as the center. Constructing the true service government for the public is not only to practice the important ideology of Three Representatives and perform the selective target of the Chinese government's democratic reform, but it also is the basic way to construct the socialist harmony government trust on the basis of the values humanism concern, efficiency, law-ruling, responsibility, opening and participating and so on.
