The Discussing Of Government Trust

The Government trust of China has been changing swiftly with the impact of globalization while the People’s trust to the government is declining. In the academic field, a systematic research is absent in spite of the continuous attention on government trust. This paper will carry out from the theory, which will be combined with the practice, to make a deep study on the connotation and construction of government trust on the background above.This dissertation will focus on the following questions:First, what the government trust is,what the definition of government trust shall be. In this paper, we will summarize the connotation of trust and government briefly, then distract the definition of government trust as "the assignment of resources and power from people to the government basing on a cognizance of government’s goodwill, ability, the control of risk and the favor of the government" from the42definition the author found from the references.Second, the structure and function of government trust. The author made a comparison between different kinds of government, concluding that the government trust can be divided into personal trust, leader trust, institution trust, participant trust and values trust. The function of government trust can be described as the ability of promoting power assignment, of social cohesion, of resource distribution and of order acceptance, origin from the Parsons’theory of social system.Third, the mechanism and impact factors of government trust. In the micro level, the author summarized the government trust’s internalization as a process from trust-in-itself to trust conscious,to trust in independent, and to trust self-suppression. In the macro level, the author made a list of the15social conditions that affect the formation of government trust, and at the same time brought forward a new view point of history development:the process of human society from the rule of man to the rule of law, then to the democracy, is also a need of government trust to enhance itself. At last, the study analysed the current situation and crisis of China’s government trust and made a suggestion of building a responsive、functional、law-ruled、accountable and participation-allowed government.This research can be divided into four parts:the first part is to refine the existing research results and summary, in the consolidation and reflection on the basis of previous research results outlined in this paper, the research ideas and methods; The second part is the definition of government trust, connotation, analyses system structure, function and mechanism; The third part is the reflection on the reasons of the government trust crisis, according to the manifestation of government trust crisis, put forward the counter measures; The fourth part is according to our country’s administrative truth, puts forward the specific scheme of the new government trust relationship.
