History shows that the pursuit of civilization is not only the goal of human being, but also source of new-emerge problem to its development. Generally, the material civilization and spiritual civilization fail to develop in a synchronous way, the over-rapid and unbalanced development of material civilization, in turn, tends to put heavy pressure on people's mentality, which, furthermore, results in the emergence and expansion of uncivilized behavior in a civilized society. Therefore, when socialist economy and politics are being promoted, more effort must be paid to enhance the building of socialist spiritual civilization, to develop the socialist civilization which oriented toward modernization, the world and the future to enrich people's spiritual world and strengthen their spiritual power. Since the reform and opening-up policy is carried out, our country has witnessed rapid economic development and great achievement in material civilization construction. However, spiritual civilization must be enhanced if the economy development wants to break through the limitation and difficult in deeper aspect. We want to build an overall developed and harmonious society which is described in Report to the Seventeenth National Congress of the Communist Party of China as "When the goal of building a moderately prosperous society in all respects is attained by 2020, China, a large developing socialist country with an ancient civilization, will have basically accomplished industrialization, with its overall strength significantly increased and its domestic market ranking as one of the largest in the world. It will be a country whose people are better off and enjoy markedly improved quality of life and a good environment. Its citizens will have more extensive democratic rights, show higher ethical standards and look forward to greater cultural achievements. China will have better institutions in all areas and Chinese society will have greater vitality coupled with stability and unity. The country will be still more open and friendly to the outside world and make greater contributions to human civilization." the first 20 years of new century is key period of accelerating the transfer of economy and politics. It is significant to seek and decide a more valid system, mechanism and carrier which are helpful to find out the problems of economic and social development, to coordinate the harmonious development of material and spiritual civilization, to advance the construction of human-oriented society in the process of building China into a moderately prosperous society in an all-round way and realizing Chinese socialist modernization construction target. This is where the practical significance lies for the paper to introduce the community mechanism and theory.Presently, most of research on the spiritual civilization focuses on itself and tries to find solution within the spiritual civilization circle. Guided by scientific development view, the paper makes some innovation in the following perspectives. First, the paper puts forward that community building is a must selection to construct people's spiritual home and promote the over-all advancement of human being under the background of social transfer in terms of achieving harmonious development of material and spiritual civilization. Second, the paper expands the research view of spiritual civilization construction, explores the introduction of community-based spiritual civilization construction mechanism and theory.The paper is consists of five parts. The essence of community is destined to play more roles in providing more space for spiritual civilization.
