Inner-party democracy is an important guarantee to enhance the party's innovative vitality and consolidate the party's unity. Inner-party democracy as an important component of Marxism Theory on political party, it involves not only the party's organizational building, the building of systems, but also the Party's style of work and ideological building, and also concerns on the overall situation of the building and the development of the party. As for the Communist Party of China, the inner-party democracy is not only a scientific system and mechanism, but also a basic political life, it is the organic unity of the two.In recent years, the inner-party democracy has made great achievements and accumulated many valuable experiences, and has been initially established the theory of inner-party democracy on the basis of practice. However, the inner-party democracy in the construction and development still has some inadequacies on the point of theory and practice. In terms of theory, the systemic,institutional and guiding perspectives remain to be perfect; while in terms of practice, there is still a long way to go before reaching the democratization, standardization and procedures. How to scientifically summarize the summary of historical experience of inner-party democracy, how to rationally analyze the existing problems and reasons of inner-party democracy, how to provide effective and workable ideas for the depth of inner-party democracy-building measures in practice, these are the current important missions for the department in charge of theory and policy research. In order to solve this problem, the paper sought to make it through investigation and research, as well as theoretical analysis, through horizontal and vertical comparison; it embarks on improving democratic elections in inner-party, on impelling inner-party democracy decision-making, on boosting inner-Party democracy supervision and the party congress with permanent system. At the same time, it focuses on in-depth study of the best path to expand inner-party democracy, so as to provide theoretical and practical basis for the development of the new era of inner-party democracy.This paper consists of an introduction, a text (divided into eight chapters) and a conclusion.The part of introduction mainly illustrates the theoretical and practical significance of the selected subjects, which not only sorts out and sums up the existing research results, analyzes the current situation of the study on this issue, and introduces the basic ideas, major and difficult points and innovation of this paper, but also explains the main study methods in it.Chapter One is the summary of the basic connotation of inner-party democracy, it scientific analyzes the democratic, socialist democracy and the meaning of democracy within the party, it also sums up the basic characteristics of inner-party democracy, which is based on an analysis of the role which inner-party democracy plays in party building, and discourses the importance of developing inner-party democracy from four aspects.Chapter Two is the theory chapter of inner-party democracy. This article recalls the historical evolution of inner-party democracy thought, and systematically classifies and sums up the theory of thought from the classical Marxist writers and that of the Chinese Communist Party's inner-party democracy-building. This chapter develops according to time, and the structure from foreign country to domestic places, it describes the development process from Marx to of new era of inner-party democracy in China, which laid a theoretical foundation for the in-depth study of the development of inner-party democracy.Chapter Three is the practice chapter of democracy within the party. According to the different historical periods of Chinese revolution and socialist construction, from the new democratic revolution period, the socialist revolution and construction, to the three major historical stages the reform and opening up, the article recalls the various stages Inner-party democracy-building process of the Communist Party of China; and based on this, it also makes a summary of different historical experiences of the inner-party democracy during the construction.Chapter 4 is on the basis of the reviewing and summing up of the theory and practice that mentioned before to analysis the main issues that faced in the process of development and construction of Inner-Party democracy in China, and explains the reasons that affect the development of Inner-party democracy from historical, institutional and thinking and understanding reasons, which provides a basis for the development of democracy within the Party in the new era.From chapter 5 to chapter 8 is the practice part of construction of Inner-Party democracy in new era, the key point lies in seeking the development path of Inner-Party democracy. Chapter 5 is to improve the inner-party election system. After having emphasized the need for improving the electoral system, the article analyzes the reality of Inner-Party election system problems and then brings forward effective measures to improve the Inner-Party election system.Chapter 6 is to build sound Inner-Party supervision system. The significance of building a sound Inner-Party supervision system is emphasized at first, and then the main issues of Inner-Party supervision system are analyzed from perspectives of lacking awareness of democratic supervision; sound supervision system and channels of supervision; and the focus on inner-party supervision objects are not in place and the legal systems of supervision are not perfect, and then explores the fundamental path to improve inner-party supervision system.Chapter 7 is to promote Inner-Party decision-making system. To promote the democratization of the Party decision-making system has an important practical significance to the development of Inner-Party democracy. This chapter analyzes the problems and reasons of Inner-Party decision-making, and makes a preliminary sketch of basic ideas to improve Inner-Party decision-making system, that is to optimize the decision-making process steps, to broaden the channels of information for decision-making, to realize the decision-making more transparent effectively and to build and improve decision-making responsibility system.Chapter 8 is about carrying out the permanent system of the Party Congress.
