In the 1980 s, western scholars, who are aiming at the drawbacks of existing representative democracy, putting forward deliberative democracy. Then, a new form of democracy was gradually spreading. Deliberative democracy didn’t rigidly adhere to the representative democracy in the form of voting, but based on the open and transparent information, equal personality, to put forward view point and participate in the discussion freely. The final target is gaining the final consensus, and affecting the public decision-making, which also provides a new way for citizens to participate in political life. At the beginning of the 21 st Century, by Habermas brought deliberative democracy to Chinese by his visiting to China, which causing the high attention of domestic scholars. More than ten years, the related domestic scholars have been conducting systematic induction of deliberative democracy, and combining with the situation of China, to exploring the theory of deliberative democracy which is suitable for development of our country.In this paper, realization forms and paths of practice of Chinese deliberative democracy are presented. The introduction to this paper introduce the background, significance and current situation of deliberative development,and briefly describes the study approach adopted and the main content of this paper.The first part is for overview of the theory of deliberative democracy with Chinese characteristics. By the discussion and comparison from the meaning of west’s deliberative democracy and Chinese deliberative democracy, the author elucidates the meaning of deliberative democracy, which is aiming to point out the difference and relationship between them. Then, difference and similarities in other aspects are also mentioned by the author. By comparing the west and China, this part is aiming to explore the characteristics and value of Chinese deliberative democracy. Also, the necessity and the feasibility of this topic are obvious.The second part introduces the value of Chinese deliberative democracy. From the three aspects of the political participation of citizens, government construction and social stability, the author analyzes and summarizes the value of Chinese deliberative democracy. This part aims to explain: deliberative democracy in China is necessary and meaningful, we should vigorously develop it and actively explore its deeper value.The third part introduces the realization forms of Chinese deliberative democracy, mainly from the three aspects of the multi-party consultation, the national system level and the level of grass-roots society. Among them, the multi-party consultation has two main forms: participate in the administration and discussion of state affairs and democratic supervision. The national system level has two main forms: the system of people’s congress and the political consultative system. The level of grass-roots society has four main forms: democratic hearing system, wage collective consultation system, democratic discussion system and democratic counseling system. By analyzing these forms, we can realize abundant factors of deliberative democracy in all aspects of political life in China. The practice of deliberative democracy blossoms everywhere in China.The fourth part introduces the current problems of deliberative democracy in China, mainly from the three aspects of consultative political culture, the Chinese people’s Political Consultative Conference work status and the negotiation mechanism. These problems pave the way for the corresponding development path below.The fifth part introduces the paths of practice of Chinese deliberative democracy, mainly from three aspects: the shape of the cultural negotiation, the construction of consultation subject and the perfection of negotiation system. These paths have provided train of thought and pointed out the direction for Chinese deliberative democracy.After analysis and discussion, the purpose of this paper is to show that deliberative democracy is suitable for China, its formation benefited from China’s continuous political practice. The practice forms of Chinese deliberative democracy are varied and grow with vigor, the paths of practice are rich and colorful, they have already and will continue to have a significant impact on China’s development of democratic politics, and will have broad prospects of development.
