The Sixth Meeting of the 16th National congress of the CPC has passed . The pointed out that constructing a socialism harmonious society is the relentless goal of the CPC and the common wished of our national various races people. It also pointed out the society harmony needs the joint effort of entire society. Among the speech on the 20th National United Front Workshop's meeting in July, 2006, President Hu Jintao pointed out explicitly that the relationships among the political parties, the national minorities, the religious, the social stratum and the everywhere compatriot were the major issues that concern the prosperous development, the long-term peace and good government of our party and our country. In , President Hu Jintao pointed out further that to promote the relationships among political parties, national minorities, the religious, the social stratum and the everywhere compatriot play a irreplaceable role on enhancing unity and condensing strength. To promote the political parties relationship to a height of constructing harmonious society has fully proved that the CPC always values realizing and handling perfectly the democratic parties cooperation relationships, moreover, it has proved that the CPC sets a higher request of political parties cooperation relationships building.The relationships among the CPC and democratic parties is a kind of new political parties relation, it takes the Deng Xiaoping Theory and the important thought of"Three represents"as the ideological foundation, takes the basic line, basic creed, basic experiences at the primary stage of socialism as the maximum political consensus on multi-sector party cooperation, takes Chinese characteristic socialism building as the common goal. The multi-sector party cooperation on the basis of all of above is the political cooperation among incumbent party which on the behalf of the fundamental interests of working class and the most general people, part of the socialism leader, part of the socialism builder, and democratic parties belonging to patriots which advocating socialism. The multi-sector parties cooperation and political consultation system under the leadership of the CPC is the political guarantee of parties relationship. It has ruled out that the cooperation among the CPC and political parties includes three factors: leading and led, incumbent and participating, democratic consultation and mutual supervision. The leadership is political which means political rules, direction, important policy and its realization depends on the correct line, policy, ideology political works and the pioneer model role of the CPC. Democratic parties participate in the affair of nation regime, nation policy, nation leadship candidates, nation administration, formulating and executing national policy and law. The participating of democratic parties is not participating of incumbent, neither the union in power. The CPC's 16th Congress pointed out that our party had experienced the revolution, construction and reform; has changed to a party handling regime from a party struggling to seize power; has changed to a party led the nation construction under conditions from exterior blockade and planned economy to open policy and developing socialism market economy.
