Study On Chinese Civic Competence Development In Perspective Of Modernization

The surging tide of modernization promotes Chinese society to make a great progress. Social progress does not only include the civilization evolution of the social form, but also include the civilization evolution of human being which is common progress in company with integration of human and various elements of society. The development of various social forms is closely bound up the human's corresponding quality development. If human lack of a certain quality of the less civilized, it will inevitably have an impact on the related areas of progress of society. And therefore concerning about social progress, first of all, we should pay attention to the human's quality progress. In order to ensure the strategic goal of modernization realization, we have the necessary in-depth study on what kind of civic competence citizens should have and in what ways they can obtain civic competence. Developing civic competence society has the proper meaning to society progress and and social modernization.Civic competence is the combination of all necessary functions when citizens pursuing personal goals and social goals. Chinese society has experienced changes from feudal society to a modern civil society and competence of Chinese people have been enhanced with the development of society. People in the feudal society have a wondrously respect on power and authority, hence human competence at that time is a kind of passive subject relationship. In modern society Chinese people began to take effort to realize the nation's modernization, the Reform Movement, the May 4th Movement presented the question of national reform. After the new China's foundation, Chinese people become citizens legally in law, but due to various constraints, civic competence is still not get a good development until the reform and opening up. Reform and opening up offers many opportunities for the civic competence development which is embarked on the development of a progressive path.The development of the modernization requires Chinese citizens should have the following four civic competences: effectiveness competence, operational competence, moral competence and political competence. Effectiveness is necessary competence which is whether citizens have ability to speculate and judge political, economic, ethical and speculation activities. It would affect or decide the choice of the citizens and the activities' insistent degree. The citizen's core competence is operational competence which is the rights competence and obligations competence of citizens. Only when Citizens enforce their rights and fulfill their obligations to achieve the balance of rights and obligations, then the citizen participation activities are successful. Moral competence which is the ability of judgment and evaluation between right and wrong, good and evil, beauty and ugliness, and the ability of the choice of ethical conduct. Civil political competence which is the required capacity of democracy, participation, challenge, criticality, cooperation and so on when citizens participate in political activities.It is unavoidable that there appears some new phenomenon and new problems during development of civic competence. In the open Internet environment of the civil morality competence, political competence and action competence have taken a number of new problems. In the process of globalization Chinese citizens are almost lost in the pluralistic culture which also highlights the challenge of civic competence. In addition, the youth as a major force to social development presents a weakening trend.To promote civic competence is not only the responsibility of the state, society and schools, but also the responsibility of individual citizens. However in order to obtain significant and healthy development of civic competence a certain discipline should be followed. Therefore, we need to establish reasonable civic competence development principles, to choose a suitable mode education of civic competence development, to build a healthy environment for the civic competence and to explore the new channel to develop the civic competence.
