A Study On Path Selection And Institutional Construction In The Government Public Decision-Making In Contemporary China

Along with China have come into the plural circumstances in modernization that is surrounded with the simple modernization, the reflexive modernization and the post- modern era, the development of under-development has already become a noticeable obstruction before Chinese continuous development. The thesis argues that we will have to find means to get over the difficulty. Whether theory or practice, whichever is the angle to analyze it, the attempt to help transforming nations to establish free market economy with the means of radical reform that originated from neo-liberalism is difficult to come true. Moreover, the crisis of finance has told us that the free market economy is not omnipotent. The thesis argues that the government public decision-making is a predominant way to provide public service and governance, and it is in the dominant position of national development pattern toward China that is one of the developing nations. If we were to break the development of under-development, we would carry out the great transition in path selection in the government public decision-making in contemporary China. Based on the plural circumstances in Chinese Modernization and the three-dimensional structure of modernization, and taken basic principles of Marxism politics as the instruction, the thesis analyzes path selection and institutional construction in the government public decision-making in contemporary China from the theory of comparative politics, new political economics, sociology and the institutional analysis of game theory, which functions as the basic theoretic premise of the analysis. The thesis also argues that the plural circumstances in Chinese modernization had brought about the development of under-development, and if we were to break the development of under-development, we would carry out the great transition in path selection in the government public decision-making in contemporary China. In the great transition, the path selection of the government public decision-making that was surrounded by economic increase is challenged by the path selection of the government public decision-making that was surrounded by social development. However, the great transition is actually based on the scientific institutional construction in the government public decision-making. The plural circumstances in Chinese modernization is the main social condition that restrict the path selection and institutional construction in the government public decision-making in contemporary China. Specifically, the development of under-development that is from the plural circumstances in Chinese modernization has already become a noticeable obstruction before Chinese continuous development. In this part, this dissertation mainly solve following three questions: the development of under-development in the plural circumstances in Chinese modernization; the strong government pattern in Chinese modernization; the impact of the plural circumstances in Chinese modernization on the performance of Chinese government public decision-making.The second chapter"the path selection of the government public decision-making in contemporary China". On the one hand, base on the trait of the development of under-development the plural circumstances in Chinese modernization and the strong government pattern in Chinese modernization, the part define the basic direction of Chinese government public decision-making that is surrounded by social development. On the other hand, according to the basic direction of Chinese government public decision-making, the part indicate the overall programming of institutional construction in the government public decision-making in contemporary China. In this part, this dissertation mainly solve following four questions: the effective analysis of the government's economy and society development strategic decision-making path climacteric in contemporary China; the tactical change of the government's economy growth decision-making path in contemporary China; the strategic change of the government's society development decision-making path in contemporary China; the overall programming of institutional construction in the government public decision-making in contemporary China.The third chapter"perfecting the institutional system of the government public decision-making performance assessment criterion in contemporary China". The government public decision-making performance administration mechanism is a system which consist of various elements. Every element contact each other, act each other and then forming an organic entity which have certain function. The result of lacking some elements will lead to deformation of the whole entity, structure unbalance and even collapse the whole mechanism to make situation worse. Specially, the institutional system of the government public decision-making performance assessment criterion is the dominant element of the whole entity."Perfecting the institutional system of the government public decision-making performance assessment criterion in contemporary China"is at the first arrangement of the overall programming of institutional construction in the government public decision-making in contemporary China. Answering people, being subject to people's supervision and serving the people are basic principles and fundamental requirements of governmental administration at all levels. However, the enormous contrast on the lack of the government's responsibility in real life told us that we must explore and construct a kind of institutional system of the responsible administration in contemporary China."Constructing the institutional system of the responsible administration in contemporary China"is at the second arrangement of the overall programming of institutional construction in the government public decision-making in contemporary China.
