Research On Present Chinese Government Decision-making Ability Construction

Decision-making is an important administrative activity that the Government carries out the statutory functions. The level of social supervision and dealing with crisis depend on the level of government decision-making ability. At present our country is experiencing a social transition from a traditional society to a modern society. Generally speaking, social transformation means that the original order of old society is broken. The old and the new social order will be in a turn of the transition period before the newly social order is set up. Some scholars regard the unconventional status as the "inter-sequence state". For China as a developing country, completing this state in a short period, which will damage historical heritage, is greatly difficult. Because many social problems that are pressing and unpredictable, will burst concentratively in the period. The leaders of our country, as well as central and local governments have regarded the maintenance of social stability as a prerequisite for any government job. It's an important benchmark to test government decision-making ability how to deal with kinds of contradictions, problems and make right decisions to minimize economic and social development of social costs.Since the founding of our country, particularly the reform and opening up, on the basis of taking the special situation our country into account fully, the absorption of the older generation of leaders of thought in decision-making, and abroad excellent decision-making theory and practical experience, we have made considerable progress in the decision-making philosophy, structure, theory, process, efficiency and effectiveness. Social stability and unity, economic growth, huge enhancement of the comprehensive national strength in the 30 years of the reform and opening up are closely related to government decision-making ability. If there is no correct decision-making of central government, there would not be these great achievements. But it is undeniable that national decision-making ability of local governments still can not completely meet the current requirements of society transition. The frequency of safety, food hygiene accidents and group cases, the increasing evidence of the petitions manifest that. In addition, some government major decisions being not through scientific demonstration and full public participation, don't often obtain people's understanding and support. This paper is based on decision-making process theory, deliberative democracy theory and the scientific and democratic decision-making theory. Beginning with the analysis of the real demand for government decision-making ability and drawing on foreign experience, it analyses negative effects and underlying reasons of current government decision-making mistakes in our country, and then focuses on how to enhance the decision-making ability at all levels of government the system from the direction of ideas to enable it to meet the current needs of society. The first part analyses research background, including the challenges for government decision-making ability made by economic globalization, market economy and social development,), as well as reasons. Summarizing research at home and abroad, expounding research ideas and methods, building the framework of the paper. In the second part, it elaborates relevant theoretical concepts and the theoretical cornerstone for this paper, the demand for government decision-making ability. The third part gets experience through the analysis of the characteristics of government decision-making of the United States, Britain, and Japan. It analyses the considerable progress and unneglected problems of government decision-making since the founding of our country, which is in order to learn from each other and to provide a line of thought for solving the problems. The fifth part puts forward targeted and fundamental solution to the crux of the problems, but the key are the philosophy, policy makers'capacity and system.
