As the result of world productive forces, globalization is the mainstream trend in modern society. It gives the prospective direction of the world economy. No countries can ignore the reality. Globalization will produce the uniform rules and practice in the international intercourse. All the countries will compete and seek to cooperate under the same game rules in the future. The country who denies the trend will lose their cooperative partners and miss the development opportunities. Therefore, it is very important for us to connect our domestic rules and practice with the international tracks so as to participate in the games more actively.The connection of tracks provides a good opportunity for developing countries to develop their economies by leaps and bounds. But if their policies were not appropriate they would confront some risks. Thus there exists a contradictory problem concerning the restrictiveness and self-determination in the process. On the one hand, the globalization demands that we should connect with the international rules and practice in reality. Otherwise we would not be accepted by the international partners and then we would fall behind. This is the restrictiveness. On the other hand, when we start the connection work, we cannot lose our basic principles and stand. We should take measures to cope with the connection risks. This is the self-determination. It is vital for us to control the balance of restrictiveness and self-determination in the connection process. This contradiction runs through the whole track connection process. It is the key to the connection topic.This dissertation starts with the globalization background, holds the line of the restrictiveness and self-determination contradiction and studies why, what and how to connect with the international tracks. Herein I try to answer how we can take advantage of globalization to propel our modernization process, to open a wider space for our development and to achieve our peaceful rise in the future. I hope this dissertation can provide a special perspective to the practical reality.There are four chapters in this dissertation.Chapter One talks about some theories concerning the globalization, tracks connection and the restrictiveness and self-determination contradiction. Chapter Two analyses systematically the reasons and significances of our tracks connection strategy. Connecting with the international tracks is the outside demand of restrictiveness and also is the inherent need of self-determination. We should connect with the international tracks actively in the balance between restrictiveness and self-determination.Chapter Three discusses the border of our tracks connection work statically. The content of connection work includes two major aspects: international rules and international practice. We should connect our domestic rules and practice pertaining to politics, economy, culture and society with the international ones actively. Meanwhile in the scope of basic systems, core values, national security and national characteristics we should not connect with the international rules and practice.Chapter Four explores the practical tactics of our tracks connection task dynamically. Firstly I investigate our connection's achievements and problems in the past thirty years. And then some principles and tactics concerning restrictiveness and self-determination are talked about separately. In the end a program of process management and outcome assessment is proposed to keep the contradictory balance.Through the four aspects I intend to construct a reasonable framework to study the tracks connection topic.
