The Research On Government Resolving Unemployment In The Process Of Building Overall Moderate Prosperity Society

Employment, food and housing, which are very important to people's welfare and the most severe challenges to China, have always been major events in a country with huge population, so our Government must pay its full attention to resolve such issues. Employment is the core in these major events, it directly decides if food and housing issues can be resolved smoothly. Just from this point, this dissertation takes building overall modest prosperity society as its background, takes the government resolving unemployment as its main line, brings forward the policies of government resolving unemployment and is hoped to supply a modest contribution to resolve unemployment for our government.We have gone through almost half of the distance of achieving the aim of overall modest prosperity society since The Sixteenth National Congress of the Communist Party of China proposed"we need concentrate on building a moderate prosperity society of a higher standard in an all-round way to the benefit of well over one billion people in the first two decades of the 21st century". It is very near to achieve the aim"quadruple the per capita GDP of the year 2000 by 2020"by the efforts of these ten years. Our country's per capita GDP was 800$ in 2000, and it will be 3200$ in 2020 according to the anticipation of the Seventeenth National Congress. China's per capita GDP was 2426$ in 2008 announced by the World Bank and 3266.8$ in 2008 announced by an officer of National Bureau of Statistics of China. In 2008, our country's per capita GDP was just 740$ lower than the aim of"quadruple"——per capita GDP 3200$ proposed by Seventeenth National Congress of the Communist Party of China. So it is almost to achieve the centre indicator——economic indicator of the moderate prosperity society and it is indeed near the key time for us to achieve the aim of overall moderate prosperity society which is not smooth. We suffered the financial crisis and employment crisis in the process of achieving moderate prosperity society in the late year of 2007, which is a very severe challenge to achieving moderate prosperity society.It seems to be more practical significance to study the problem of how to resolve unemployment by our government under this background. Firstly, this dissertation analyzes the relationship of resolving unemployment and building overall modest prosperity society, pointing out that it is more important to pay much attention to the unemployment rate indicator if our country wants to achieve the goal of building the overall moderately prosperous society on schedule. This part also generally discusses the government responsibility and the policies in the process of resolving unemployment. Secondly, this dissertation analyzes systematically such unemployment theories as the western mature market economy theory, development economy theory and Marx'unemployment theory, illustrating the inspiration for resolving unemployment of our government from the theories above. Thirdly, this dissertation analyzes China's current unemployment situation and the internal and external factors that bring much pressure in resolving unemployment during building overall modest prosperity society from the aspect of total volume and structure. Lastly, this dissertation analyzes systematically the policies of government resolving unemployment, including the premise, key, fundamental and security. Improving the monitoring indicators system of unemployment situation and the early warning system, which is not only to consider the international standards in order to compare with other countries but also consider domestic applicability in order to establishing the monitoring indicators system of unemployment situation with Chinese characteristics -the premise for government resolving unemployment. The key to resolving the imbalance between labor supply and demand is to rely on the labor market when labor becomes commodity. Government must bear a certain responsibility to resolve unemployment, because on one hand the history of the development of labor market in our country, which is still not perfect and mature, is very short, on the other hand the market mechanism to play its role has been limited and destructed in the condition of the financial crisis and also labor is a special commodity. The government should also formulate a series of effective macro-economic and social control policies and a set of long-term mechanism to promote employment. It is necessary not only to control unemployment actively but also to establish a sound unemployment insurance system in order to give the people who lose their jobs the basic cost of living.
