China's Peaceful Rise: Concept; History; Environment; Way

At the beginning of this new millennium, a strategic conception of peaceful rise was proposed by Chinese leaders. By analyzing the emerging difference between Western nations and ancient China from the historical and cultural background, together with the current global environments, this dissertation is to make a research from the geopolitics perspective, the pattern of how the great nation rises and to investigate the concept of China's peaceful rise, the historical, environmental conditions and the way of achieving.Apart from a few individual periods of internal restraint development, the rises of modern Western nations mainly reflect the result of wars. Geo-factors and geo-strategies are imperative for emerging of great nations. Although there were transient periods of expansion in Chinese history, political integration and military unity were achieved by the continuous developing the surrounding regions as well as economic, cultural communication and nationalities integration, which ultimately formed the inland, borderland and overseas structure and the Present-Tribute System of East Asia. Pyramid-type world structure applies for the international situation analysis of first half of 21st century. From 2008 onwards, the trend of multi-polar world becomes stronger, but imperialism America plays very important part in China's peaceful rise. The Geo-position of China in the world is vital but there are also negative factors from surrounding regions. To achieve genuine emerging, China has to be the No.1 in the region then become world power in the world.The author believes the conception of China's peaceful rise has its special historical background. From academic point of view, comparing with peaceful development, Peaceful Rising gives more precise description on the century revitalization blueprint of China, peaceful rise means to greatly enhance comprehensive strength and power; to open up the space for activities, to integrate into the current global system, and to revitalize and brighten Chinese culture. Peaceful approach is the essential way of China's rise. It is rooted in Chinese traditional culture and determined by the character of post territory era. Peaceful rise is a long term consistent proposition of China. There are three steps for China's peaceful rise and modernization construction along with Chinese nation century revitalization blueprint:Preparation period-from the People's Republic of China's foundation to the end of Cold War;Taking Off period-from 1992 to around 2020;Final Sprint stage-from 2020 to 2050;From mid of 21st century China will be emerging from all aspects.The key parameter of this topic "China's peaceful rise" is the relationship of peace and rise. In the current international condition, China can not play the role of anti-hegomony but has to try to obtain concrete benefits. It is not practical to follow Western or Chinese traditional ways but needs to find a brand new approach. First of all, China has to be strong enough to prevent other nations from attempting to constrain China rise by war. Secondly, accomplishing a united China and complete control of ocean, land, air, space and internet are crucial. Meanwhile it is necessary to deal with surrounding regions through tactical diplomatic policies and build up global wide friendship among alliances. Together with increasing of national solid power internally and externally, China also needs to utilize the soft strength by making the most use of both international system and traditional culture.
