Logistics Management of Relief Supplies a series of undertaken activities, which is a response to the needs of disaster or catastrophic event to raise, reserve, dispatch, transport and deliver relief supplies to disaster areas with planning and organization. The main purpose of relief supplies logistics management is to maximally satisfy the demands for anti-disaster material resources, minimize the economic and social losses caused by disaster. The study does a detailed analysis on the whole process of logistics management activities, has a more in-depth research on micro-macro mechanism of relief materials logistics management, as well, makes a preliminary exploration on technical ways support for logistics management.The main contents of this study includes seven aspects:Firstly, it constructs administration system which sustains relief supplies logistics management. The principal substances are:In order to prop up decision-making of relief supplies logistics management, the relief supplies logistics management system has been developed and the logical structure framework & technical channels of relief supplies logistics management system has been established. The management system developed via this research can further enhance the ability of mobilizing relief supplies, improve the supply conditions of relief materials, further perfect the reserve and the layout of relief supplies, as well as scheduling and transportation of relief materials to achieve relief supplies delivered accurately, efficiently and rapidly;Secondly, it carries out an elementary study towards relief supplies' raising power and components concerned, brings forward the corresponding evaluation index system. The mainly are:allowing for subjectivity problem exists in multi-index comprehensive evaluation of the disaster supplies raising conditions, this study provides a calculation method of the index weight, which based on variable weights gray clustering principle, making the index weight generated automatically between the evaluation process, and do not require human judgment, reducing the subjective factor in the evaluation process. In combination with cases, in line with experts'assessment scoring of various indices, and the evaluation process and results, it provides corresponding suggestions to improve relief agencies'efficiency of collecting relief materials. The evaluation index system and the evaluation method proposed by this study supply a certain reference significance for the evaluation of relief supplies, offer a foundation for the concerned relief organizations to establish plans in the future;Thirdly, this study creates reserves model of relief materials that meets not only with the scientific laws, but also with the economic laws. The mainly are:on one hand, the paper divides disaster events into two types:repeated disasters and attempted disasters. However, how to satisfy these two laws simultaneously in both types of relief material reserves. It's by means of adopting different models of relief material reserves does this research resolves this problem. On the other hand, the disaster relief work is divided into two stages, and at different stages, the location of relief materials reserves and storage is not the same. Based on different division of relief stages, it explores different models of relief supplies reserves and storage locations;Fourthly, it frames a mathematical model sets "as far as possible to shorten materials delivery time, as much as possible to increase the number of delivery point" as the concept of disaster relief. The mainly are:anti-disasters material resources needed at all stages of the process is different. According to relief supplies'delivery rate are non-constant, the study establishes the mathematical model of disaster relief, which is said above, and also gives algorithm. In a given material consumption curve case, the outcome verifies the rationality of this proposed model and the effectiveness of the algorithm;Fifthly, this study brings forth the model for transportation of relief supplies lay on multi-objective mathematical programming. The mainly are:it analyzes the different characteristics between relief supplies transport and commercial transport, figures out that the problem of relief supplies transport integrates multiple commodities & multiple outset-destination flow problem with multiple transport mode & full-loaded vehicle scheduling problem. Based on above conclusion this research brings forward the concept of multi-mode layer network and builds a mode of multi-objective programming by means of delay cost and time period. One solution based on Lagrangian relaxation is presented, which separates the original problem into two sub-problems: vehicle flow and transport flow. These two sub-problems are respectively solved by way of multiple commodities flow algorithm and minimum cost circulation algorithm. At last, the convergence of the proposed solution is proved by test instances. Computational results on test instances show that this solution takes on good convergence rate and the computational efficiency;Sixthly, the relief materials scheduling problem under uncertain disaster conditions has been resolved. The mainly are:for the complex characteristics of disaster, under the premise of limited relief resources and relief supplies to sustain the network with uncertainty, technical problems of relief supplies scheduling and optimization come into objective existence automatically. This study employs connection number of set pair analysis to describe and solve the uncertainty, at the same time, defines order relation between connection numbers. On the foundation of a series of preparation mentioned before, it constructs a model on relief supplies transportation problem. This obtained model much better solves the relief supplies scheduling problem under uncertain disaster conditions. The numerical examples indicates the effectiveness and practicability of the algorithm;Seventhly, CBR-based forecasting method and MFR-based hierarchical management approach on relief supplies delivery are proposed. This mainly are:Owing to the lack of a comprehensive evaluation system of relief supplies delivery level, but also the characteristics of disaster events'occurrence:occasional, sudden and non-routine, the level of relief supplies in one incident is often not appropriate to use another events'processing. Although at present we commonly use fuzzy comprehensive evaluation method, hierarchical neural network method, fuzzy clustering analysis in relief management practices, these methods are built on collecting datum of indicators that used to assess, and evaluation indicators datum are generally difficult to gather, therefore, there is still lacking evaluation model (judging indicators) to address the hierarchical management issues of relief supplies delivery. In this study, the proposed approach of relief supplies delivery hierarchical management, based on Mamdani fuzzy inference (Mamdani Fuzzy Reasoning, MFR), attempts to combine Fuzzy Inference Logic's approximate reasoning with decision-making methods, to establish hierarchical management model of fuzzy inference. And numerical examples reflect reliability and scientific of the model, which lays method and basis for smart decision-making system to achieve intelligent categorization of relief supplies delivery.
