Problems And Solutions To The Disaster Relief Materials Reserve Management Of Fujian Province

China has been a country with frequent natural disasters for thousands of years.Earthquakes,floods,mudslides and other natural disasters cause large damage to the people in disaster-affected area and even the whole society.When a disaster occurs,the government,as the main force of disaster relief,needs to possess the emergence capacity for adequate material of disaster relief.On the way of exploring the management system of reserving disaster-relief materials,China has gradually formed a four-level management system comprised of the central government,provincial governments,municipal governments and county governments,and obtained rich management experiences and methods,which plays a great role in ensuring people’s livelihood and stabilizing society.Located in the southeast coast of China,Fujian encounters complicated terrain and frequent natural disasters and constant natural disasters.In order to do well in the management,Fujian government has established a provincial-municipal-county network and management mode for reserving disaster-relief materials centered on provincial disaster-relief material reserve bank.In this paper,being based on the literatures collected in relevant area,and combining social research and his own long-term management experience in reserving disaster-relief materials,the author takes Fujian government’s management in reserving disaster-relief reserve as the research object,there have found lots of problems in practice.First,the guaranteed capability of reserving disaster-relief materials is not strong enough.Second,high cost of large reserve leads to the financial burden.Third,the proceed inefficiently.Fourth,the daily management is time-consuming and inefficient with high cost.With these problems seriously affecting the emergence capacity in the management of reserving disaster-relief materials,huge trouble is hidden in people’s livelihood and social stability.The main reasons are: First,reserve pattern of disaster-relief materials is single,and the building of reserve bank is old.Second,procurement plan of disaster-relief materials is unreasonable,and emergency procurement is irregular.Third,the operational mechanism for reserving disaster relief materials is imperfect,and management institutional building is weak.Fourth,the technology for management of disaster-relief materials reserving is outdated.The author puts forwards the measures to improve the management based on reality.First,the mechanism of socialized reserve and materials reserve bank will be strengthened.Second,scientific and reasonable procurement plan to meet the needs will be set up,and systems and procedures of emergency procurement will be improved.Third,the operational mechanism for reserving disaster-relief materials will be promoted and evaluation mechanism will be enhanced..Fourth,the informatization in managing disaster-relief materials will be reinforced by relying on science and technology.In brief,the government,as the main force of disaster relief,should explore more actively a new management mode for reserving disaster-relief materials,aiming to promote the establishing and development of management system of reserving disaster-relief materials,which will effectively enhance the management ability of Fujian province in reserving disaster-relief material,promote people’s livelihood development and ensure social stability.
