When the higher school is impacting the trends from "market theory" and "high quality strategy", the states from both sides of the Taiwan gorge simultaneously put forward different kind of renovations measures to improve higher school's administration system. It is easy to understand that higher schools development should have adequate budget support, providing a finance guarantee for its continuous developing resource. Therefore, the position of higher schools finance system should be highlighted. Basing cross sides having equivalent development process and with the flourishing development of economy and culture, it is strategically important to analyze cross sides' higher schools finance system from the prospects of benefiting mainland to its "science and technology flourishing nation strategy" and benefiting Taiwan to its " Technology island strategy".Starting from analyzing higher schools' finance system renovation, using the literature research method and the institution research and comparing methods mainly, and with minors history research method supporting, this paper analyzes the existing condition and the nature of the cross sides higher schools administration system, then further analyze the collection and placement of its education resources, aiming at: 1) macroscopically reviewing the development process and its real nature of the two sides' finance system; 2) Demonstrating two sides' higher school administration system, clarifying the relationship between higher schools and its administration departments; 3) Studying two sides' higher schools administration mechanism and demonstrate its internal operation system; 4) Exploring higher schools budget resources, analyzing its nature and specific placement; S) Exploring the budget allocation and use, comparing its schools' budget use efficiency; 6) Referring other countries experiences and bringing forward development trends for both sides finance system.
