Through literature analysis, comparative research and experiential summary method, the article provide comprehensive introduction and research for the system of Japanese higher education quality evaluation and the reform of financial appropriate funds system, in order to offer revelation and use for reference for Chinese occurent reform of higher education financial system and transferable problem of resource configure emphases, therefore, to improve Chinese higher education running quality and appropriate funds income effectively.The article is concerned with five parts: the dual structure pattern of Japanese higher education; the new system of quality guarantee for Japanese higher education; reform of appropriate funds system of Japanese higher education; the combination of quality evaluation and appropriate funds; use for reference for Chinese higher education quality evaluation and reform of appropriate funds. The whole article introduces and generalizes the intersubjective organization and features, origin and historical evolution of the dual structure pattern for Japanese higher education systematically; emphasizes reform object, content, meaning and operation system of Japanese higher education quality evaluation system and appropriate funds system, implementary situation about reform and developing actuality, and introduces process of transfer from distribution policy of higher education resource with rule of equal opportunity to configure policy with rule of efficiency, analyses beneficial feature and experience on combination of evaluation result and appropriate funds. Based on upward research, to retrospect and prospect Chinese higher education appropriate funds and evaluation situation, look for integration between financial system reform and transferable problem of emphases on resource configure of Chinese higher education, and offer revelation and use for reference.
