University Financial Management System Optimization Study

Currently, the higher education of China is in a rapid progress. As most universities enlarge their scale and level of running school, accordingly, their intrinsic financial management system doesn't fit the development well any longer and the establishment of an integrated and vigorous running mechanism is necessary. Based on empirical study, the author discusses the optimization of university financial management system, adopting the method of quantitative analysis.Firstly based on the analysis of the present conditions and the existing problems of university financial management, this paper according to the aim of university financial management, by the means of operation process reengineering, reconstructs organizational structure of university financial management, and optimizes university financial management system, and adopts general budget administration to improve the method of university financial management. The second is to reconstruct financial evaluating indexes system. Choosing basic indexes, which can reflect the income and expenses, integrative strength and running effects, to design evaluating model of synthetic economic returns of university, so that a comparison of economic benefits can be made among each school of anywhere and any period. At the last, the author takes a certain university of NanChang as an example, using method of empirical study, analyzing and optimizing its organizational structure and financial management methods, setting up basic indexes of financial analysis and evaluation, then evaluating the financial state and economic benefits by these indexes. Establishing social criterion of integral economic profits evaluation of higher school and making an evaluation of running effects of this university according to that criterion.This paper by combining theory with practice, establishes university financial management system and evaluating indexes system, which accord with the situation of China. The method and scheme educed is practical and feasible, which provide reference value to domestic university for bettering and enforcing construction of financial management system to some extent.
