Teacher learning is the basis and precondition of teacher professional development. Despite there are a lot of deep researches on teacher learning conducted by domestic and foreign scholars in last two decades, as well as they have got rich academic achievements, the study of teacher school - based learning is still a new field in China, this kind of data are rare abroad.Teacher school - based learning is the learning in which a teacher, as a learner, studies something based on school, or for school development reason according to his/her own characteristics, needs, goals of learning and work, decides his/her own learning content, condition, nature, and implements the learning, its aim is for improving teacher sustainable, higher level development for his/her profession.I have collected and analyzed the domestic and foreign literatures in teacher learning, reviewed and quoted some theories related to teacher learning, such as experience learning, adult learning, self-directed, self-encouraged, action learning, etc, defined teacher school-based learning and the related concepts. Based on them, I have conducted the study in two sections: The investigation for teacher learning in some parts of China and the action research on teacher school-based learning.The investigation in first section was carried out in 13 schools in Guangdong, Gansu, and Qinghai. I investigated 214 teachers by using the questionnaire as a tool, interviewed 62 teachers with semi-structure style, observed some teachers' behavior and language in classroom, as well as analyzed their texts such as teaching reflective diary, article, teaching essay, etc., and show through the situation of teacher learning in some parts of China from various perspectives. The result shows that most of the teachers have strong learning desire and need, hope to improve their educational background, foresight, and promote their professional development and personalgrowth with various chances. But some educational institutions still have been training teachers by the traditional model, which is from up to down, based on the formal curriculum, and this model can't meet teachers' needs in professional development. With the implement of New Curriculum in Basic Education, the teachers have more and more opportunities to take part in various learning, but these opportunities are not enough to make the teachers achieve the goals in the New Curriculum Reform. By the way, this investigation brings us such information: there is a strong correlation between teacher professional development and teacher school -based learning, but weak correlation between teacher professional development and formal learning at in-serve teacher education because of lacking learning chance.The study in second section is the participant action research about teacher school-based learning conducted in 4 schools in Guangdong. In these schools, I applied three models, such as learning community model, situational model, and project model, to carry out the teacher school-based learning, according to different school background. The result in the study shows that all of the different learning models in teacher school — based learning can promote teacher professional development, because these schools can gain the suitable learning model according to their own background, as well as the school-based learning accords with adult characteristics, with problem-based, flexible and optional, professional learning community, in favor of teacher have been learning to use. Teacher school-based learning can encourage teachers' learning passion more from traditional approaches, can promote teachers apply their pedagogical knowledge into classroom practice effectively, form or develop their own teaching competence. If a teacher can learn to teach, learn to reflect, learn to research, and learn to become a good teacher in the true environment, then his/her expertise would be able to develop and be mature.There are different operational model in teacher school-based learning because of the different school background.
