As the developed countries are the targets, the author makes a comparative study of current situation of education modernization in China and the other countries. In the later part, the author makes out the education modernization criteria of Jiangsu Province.The education modernization criteria which is concluded in the paper is only for the period from 2005 to 2020. As education modernization is a continuous process, the criteria will be modified, even be overthrown.
