The Dissertation endeavors to do hard research work on the essence of the historical development about the New Educational Movement in England from the end of the 19^th century to early 20^th Century. The Dissertation holds that the essence of the New Educational Movement in England is New which means inheritance and creation, that is to say ,inheritance is the foundation of creation, creation is the aim and foundation of inheritance, creation plays a leading role during the transformation of the contradiction between inheritance and creation. The New Educational Movement is the inheritance and creation to the whole history of England since the Renaissance. Firstly, New School inherits the innovation of Public School which inherits the tradition of the humanism of the Renaissance and grasps the thoughts in the new era. Secondly from the view of the class instinct and national consciousness, New School is old because it inherits some out-of-date aspects in the tradition of the gentleman education. And its New embodies in the emphasis to the development of personality. Thirdly, the outstanding feature of the curriculum in New School is the harmony among human, culture, nature and social life. The seeds of personality and harmony can be found in the tradition of English culture, too.The law of Inheritance and Creation of the New Educational Movement is a revelation to us because it is a reflection for the nation with a long cultural history how to do with the relationship between the past, today and tomorrow.
