A new enquiring perspective has emerged, if we analyze the policy distortion in the treasury investment of China's compulsory education from a value - choosing angle. This research is not only reflecting whether the policy of compulsory education's treasury investment is just, but also surveying valuably whether the system and policies of compulsory education's right and obligation is just. Social justice is the logical threshold of this research's value judging and analyzing, it is based on the hypothesis of 'every people has the right of sharing compulsory education equally from government'. The whole thesis is composed by three parts:First, 'qualitative and quantitative 'description of practices from which we see the universality and severity of the fund-input policy of compulsory education.Study of practices show us the truth: Education Law and Compulsory Education Law were not carried out in some places; the paradox of the 'multi-channel' fund-input policy and 'no channel' in real; the should-be appropriation policy of frigidity and actually headmaster's social relationship supporting; the policy of 'two free and a subsidy' for poor students is more like a symbol rather than reality in many places.
