A Research Into Fund Of Compulsory Education In Xinye And Xichuan Counties, Henan Province

This dissertation focuses on the questions of the fund insurance of compulsory education for Xinye and Xichuan counties, Henan province.First, the author describes statistically the condition of fund insurance of compulsory education, from which some valuable conclusions are drawn, then analyses qualitatively and quantitatively the question about the fund insurance of compulsory education in two counties, especially about the following measured: government investment deficiency; the fund deficiency of ramshackle house settlement in the primary and middle schools; the fiscal transferable deficiency of the upper in the compulsory education; the personal and expense burdens caused by the staff beyond the plan. This research presents the problems existing in the fund insurance of compulsory education in the middle area as well as all over China from one perspective.In the present political and economical system in China, the fiscal abilities are quite limited, and there exists great pressure for them to support the compulsory education development through making the most of public resources. However, the present reform in the fund insurance of compulsory education in the countryside is completely limited to the adjustment of the fiscal investment system. Therefore, in my opinion, this kind of reform can't basically solve the serious fund shortage of compulsory education. As a result from a new perspective and beyond the narrow concept of education investment, the author puts forward a new design to collect educational fund by multi-subjects and multi-methods of education finance, in which the finance of government education is the key; as the finance subject, the government can increase its own fiscal strength by expropriating educational taxes, issuing educationally National Debt and educational lottery in order to insure the effective fund supply of compulsory education.The management of county education fund is becoming the key with the base in the whole local fund insurance education. Besides adjusting and improving the national macro-policy and measures, solving the problem of local fund insurance of compulsory education in Xinye and Xichuan also needs that two counties governments carry out their own responsibilities factually, adjust the local policies based on the National policy and relieve or even partly solve the local problems with the fund insurance of compulsory education.
