As the 21st century comes, the knowledge economy based on high and new technology is becoming increasingly important in economic development. The comprehensive national power and the international competitive power are more and more depending on the education development, technology advance, knowledge innovation and the labor quality. As an independent foundation of cultivating professional and innovative people, as a strategic high land attracting high-leveled elites, as a main force of knowledge and technology innovation, colleges are shouldering the historical mansion to strengthen our nation with science and education. As an important way to attract talents, deepening reform distribution system and establishing new college salary system will be more and more incentive and directive. The college salary system has been gradually a part of the college strategic frame, becoming a powerful instrument to reach the college's strategic objectives.Concerning the theoretic research and practice of Chinese assignment system, it is clear that the research on salary in the field of higher education is still relatively weak, which leads to the ambiguous target pattern of assignment reform. The contradiction and problems of the present salary system and the assignment system are obvious. The function of salary system guide the college teachers and improve their performance is far from satisfactory. With the development of wage theory and related practices, the solution of college salary needs to catch up with the age. In the future, the college should adjust the salary system according to market orientation, achievement orientation, ability orientation and the individualization, the diversity principles, in order to meet the needs of dynamic external environment and maintain the competitive advantages.Based on domestic and foreign research, the paper comprehensively applies theories such as economics, strategic management, human resource management and so on, discussing the question about the college's development strategy and college salary system integration model based on the strategy. In the light of the reality of colleges in China, the paper studies the principles, goals and the influential factors of college salary structure and its level to probe into the direction of college income distribution system reform, by selecting, optimizing and defining the model of salary structure system. Through the above research, the paper attempts to construct the theory frame of college salary system and strategy.The main research contents of the paper are divided into three parts:(1) The basic Research of salary rationalesBy analyzing the general evaluation of current research, the paper illustrates the origin of the salary management theory, and proposed the theory for further study. (For detailed content please see chapter 1 and 2)â‘ The paper summarizes research results of different points of the construction of enterprise salary strategy and the design of college salary system, pointing out that the research of college salary system still has a long way to go. Among those researches, the college salary strategy particularly needs to be advanced. Mostly, the design of salary system still remains in the developing level, cannot match the needs of strategic level. The paper also points out that it is urgent to develop the theory of college salary system and salary strategy.â‘¡The paper sums up the ideas related to salary system and salary strategy, according to the theory of marginal productivity wage, equilibrium price wage, human capital wage, efficiency wage, wage difference, distribution according to work and essential factors, strategic theory, drive theory, and so on, guiding the research of college salary system and salary strategy.(2) Research based on the strategic design of college salary system Integrating theory with practice, the paper emphasizes the match mechanismbetween college salary system and developmental strategy, analyzing the method of salary structural design and the salary level determination. (For detailed contents see chapter 3,4,5 and 6)â‘ Based on analyzing the history and current situation of college salary system in China, the paper analyzes and compares research of college salary system among developed countries or local colleges. Meanwhile, the paper points out the main problem remaining in the college salary system.â‘¡The paper analyzes the basic pattern of college developmental strategy, as well as the principles matching the college salary system and developmental strategy, establishing the basic, longitudinal conformity and crosswise conformity model of college salary system.â‘¢The paper illustrates the basic pattern of salary structure as well as a coupe of typical types of college salary models and their relevant problems, proposing the direction and method to adapt and optimize college salary structure based on the foundation.â‘£By introducing the concepts of salary level, the paper emphatically studies the process of defining the college salary level from the aspects of exterior salary strategy, investigation of market salary, internal and external balance, and so on.(3) The theory and method research of collegesThe paper illustrates the theory basis of college performance related payment. Then, the paper elaborates the design of performance related payment from the principles, the goals and the contents, and proposes the practical method of deciding the performance related payment.
