The research to education policy fair attribute in this paper is for the purpose of solving the reality education fairness issues. The education fairness issues are the hot topic in our life and education field. The education policy is acting the strong character in the process of achieving education fairness. The research to education fairness is changing from the original statistics -like phenomenon description to the essential analysis. All kinds of education fairness problems have either far or the near origin to the education policy. The education policy should be the starting point of solving the education fairness issues. Not only the education fairness issues come from the education policy, the solving education fairness issues also depend on the policy adjustment. So fairness in education policy is the key issue. Fairness belongs to ethics category, the research to education policy should from the ethics angle. Analyzing the education policy from ethics angle, then inquiring about the education policy fairness mechanism, is the standpoint of solving education fairness issues.This paper may be divided into five parts.First part:The reason of researching on education policy fairness attributes. Our country is being in the social economy development and transition period. The education fairness issues in compulsory education stage are paid more attention arouses the hole society. Its manifestation mainly is the education area disparity, the city and countryside disparity and the interscholastic disparity. The compulsory education fairness issues come from the education policy; therefore, this paper commences the research on education policy fairness.Second part: The policy way on the solution of education fairness issues. This part makes the analysis to connotation of education policy and fairness , and makes the division to the fairness type. The two kinds of division in fairness type, have pointed out an academic way on the solution of education policy fairness issues.Third part:The contempt in education policy fairness attribute is the policy reason which the education fairness issues produce. A legitimate education policy has many kinds of characteristics and the attribute, among, fairness and the efficiency must be considered in any policy. On the education policy, fairness is its basic and the most important value. But, in the relations of education policy fairness attribute and efficiency attribute, our country always put the efficiency attribute on first status, despising, even neglecting fairness, is the reason of education policy fairness issues. Fourth part:The influence factors of education policy fairness. The influence factors of education policy fairness, first is the fair standard: different fair standard has the different policy goal; next is the value standard of education policy, which is the basis principle in the producing of education policy, decided the different direction of benefit adjustment in education policy. Third, the education policy produces procedure. The unfair procedure will cause the unfair result.Fifth part:The strategies of how to promote the education policy fairness attribute. The main strategy includes: First, the fairness standard is historical and realistic, needs to keep pace with the times; Second, utilizing the policy analysis model reasonably; Third, look the fairness as the value standard of education policy; Fourth, guarantying procedure fairness of education policy.
