The foundation of social equity is educational equity.Its realization is related to the guarantee of human rights and the healthy development of society.Since the reform and opening up,compulsory education has developed rapidly and equitably in the past 40 years.From the initial stage of reform and opening up,to the current stage of basic popularization of compulsory education,free compulsory education has been realized,and efforts have been made to alleviate poverty in education through targeted education.To a large extent,the achievement of these achievements is attributed to various compulsory education equity policies formulated by the party and the state.The continuous development and improvement of policies have played an important guiding role in promoting the fairness of compulsory education.Therefore,this study to compulsory education fair in 40 years of reform and opening-up policy as the research object,based on the one hand compulsory education fair policy text data collecting,sorting and comprehensive interpretation,explore in 40 years of reform and opening-up in compulsory education fair policy change process,comprehensively analyzing the key factors affecting the change,its overall characteristics,based on the reflection of 40 years,the existing problems and put forward countermeasures and improvement Suggestions.This research mainly USES the text analysis method,the historical research method,the comparative research method,USES the education history,the education policy study and so on multidisciplinary Angle of view,has carried on the macroscopic grasp and the microcosmic analysis to the reform and opening up 40 years compulsory education fair policy vicissitudes.This study consists of five parts:The first part is the introduction,which introduces the topic selection reason and research value of this study,defines the core concepts,reviews relevant literature,and clarifies and elucidated the theoretical basis of this study.Order,the second part,in accordance with the time development of compulsory education fair in 40 years of reform and opening-up policy vicissitude course has carried on the classification,which is divided into three periods,respectively is to restore and exploration period(1978-2000),debug,and change period(2001-2009),deepening and perfecting period(2010-2018),and for each period of the compulsory education fair policy changes,the main contents and key aspects has carried on the summary and the summary.The third part mainly from the international,domestic,policy itself three aspects,analyzes the 40 years of compulsory education equity policy changes influencing factors.At the international level: based on the global perspective,the international community's attention to the equity of compulsory education and the policies it promotes have profoundly influenced the development direction and pace of China.At the domestic level: market economy,government functions and technological development create conditions for its development;Policy level: the policy itself seeks the urgent need of development.The fourth part,through the analysis and interpretation of the policy text,summarizes the overall characteristics of the compulsory education equity policy in the process of change since the reform and opening up 40 years ago.From "key support" to "narrow regional gap",from "equal rights and opportunities" to "fair process governance".The fifth part reflects on the existing problems and deficiencies of the 40 years of reform and opening up compulsory education equity policy text,and on this basis puts forward targeted Suggestions for improvement.
