The Research On The Current Situation And Countermeasures Of The Mass Sports Promotion And Development In Macau SAR

Through literature, the questionnaire survey method, and mathematical statistics and so on, this paper reviews and analysis of the development of mass sports in Macao history and current status levels. That includes three main levels:Macau sports funcions of the public sector, all levels of sports associations and the public, this will contribute to provide the theoretical basis and practical guidance for explore the mode and direction for Macao SAR mass sports development, develop the countermeasures and suggestions for the susutainable development of public sports, enhance the Macau civilized way of life, as well as the potential release of economic and social benefits.The main conclusion of this study are as follows:1. The development of Macau mass sports characterized mainly as follows:number of non-governmmental sports associations, the strong organizational skills, the high enthusiasm and independence of civil participation. The coordinated development,thanks to the combine between the large and well-organized civil sports associations and the Government's macro-guidance.2. It plays an important role in the development of the Macau mass sports which the dominant, non-governmental, amateurism and spontaneity of the Macau's sports asscciations. However,5.45% of the Macao Sports associations generally agreed that "propaganda is not enough; prornoting means is more single and behind" is a (?) constraining factor in their developmen3. Since the reunification, the Macao Mass Sports and Special Project Department is the administrative functions for mass sports in Macao. Its popular sports mainly take the "Government-led"organization.4. Since the reunification, the Macao Mass Sports and Special Program focus on the relevant management system of National Sports Associations, but the proportion is relatively small for "mass sports steering control system" and "training system".5. There has a certain severity for Macao's public sports facilities. But after the reunification, the SAR Government built and transformed a series of sporting venues and facilities, and implemented a "Network of Public Sports Facilities" Project, improved growth significantly in size of 10,691 square meters of the venues and facilities of its size after the reunification, and made a re-allocation for合计22 different types of sports venues in their use of time and usage patterns.6. Since the reunification, the SAR Government increased significantly the funding for National Sports Associations. And sources of funding for sports associations presented the support feature:"upper, middle and lower three tripartite balance", namely that the predominant appropriation of government funds and subsidies, Sports Foundation fundin;the middle of the Federation of complementary business activities; external support sponsored by the social forces.7. Since reunification, the SAR government had established the basic strategies and policies on municipal services for the harmonious development of and the linkage effects between the popular mass sport and elite nature of competitive sports.8. Since the reunification, the Macao members of the public participation in physical exercise are widely distributed, the increasing number of participants; exercise more diversified activities to carry out targeted enhancement. In addition, the Macao people has a higher acceptance degree for physical exercise guidance, but the recognition has yet to be improved; and the evaluation of the exercise effects displays the feature of "subjective assumption is strong, and objectively judge the degree of lower".9. The major constrainting factors for Macao Mass Sports Development are as follows:①the imperfect incentives for Sports administration, and regulatory system of the sports organizationsthe is not perfect;②the insufficient number of physical exercise venues and facilities, inequitable distribution of resources;③After the reunification, the government put efforts to substantially increase funding for sports, but still inadequate;④The public's leisure time is far more comfortable, but the time for the physical exercise is relatively small.10. Proposed in this study targeted improvement measures as follows:①Strengthening the legal construction of public sports,and improving the regulatory functions of the organization;②increasing the promoting role of the sports associations, and forming long-term mechanism of physical exercise;③further expanding the network coverage of public sports venues and facilities, and continuing optimization of efficiency of the available resources allocation; ④improving the advisory service system of the fitness and guide, and increasing public sports propaganda;⑤insisting the mass sports and athletic competition in a comprehensive, coordinated and sustainable development.
