Since the beginning of the reform and opening, Quality Education is eagerly anticipating the general orientation which throughout national education becomes the important standard of judging educational level. The middle school teachers are important to smoothly develop Quality Education, and it has become the perspective research topic that how to effectively appraise the middle school teacher's competence, to stimulate teachers to work with passion, to enhance work efficiency of teachers, to promote teachers'quality and to satisfy the self-growth demand of middle school teachers. At present there are not enough researches in discussing the competency appraisal of middle school teachers, but the traditional appraisal studies only analyze from student's angle, and are unable to inspect comprehensive competences which the middle school teachers should have, and the studies should be more systematic and wide-ranging in future.This paper defines the competence of middle-school teachers, and advances the competency appraisal theory of the middle-school teachers, with taking the secondary education theory, theory of teacher appraises, competence theory, rough set method, and degree of satisfaction method as the foundation. And based on this theory, competency appraisal methods of middle-school teachers are advanced. Firstly, the ompetency appraisal indicators of middle-school teachers are derteminated. And these indicators are on the base of self-appraisal and other related object appraisal. Secondly, competency indicators system of middle-school teachers and the competency appraisal model have established, and the appraisal can be carried based on the degree of satisfaction. Finally, the empirical analysis has been given to guarantee validity and feasibility of this theory and method.The competency appraisal theory and method of the middle-school teachers can be used to evaluate the middle school teachers'competence, then raises the middle school teachers'teaching level and quality, and raises innovation talents conforming to the social demand. In practice, this model may help the school managers to manage the teachers, and provide the powerful supports to build the teacher group, and realizes the human resources management pattern of middle-school teachers based on the competency appraisal theory. The establishment of competency indicators system can promote the teachers to become new teachers with high quality, high efficiency, strong teaching faculty and strong innovation ability in future.This paper defines the concept of comprehensive considerations of secondary school teachers' capacity; and summarize the evaluation of theoretical capacity of secondary school teachers, including the ability to obtain indicators, capacity-building model, satisfaction evaluation, competency-based secondary-school human resource management, and the descriptions for the basic ideas; using the methord of index selection, correlation analysis and other methods' processing, finally, evaluation this paper establishes the capability index of the secondary school teachers; build a secondary school teacher competency model and satisfaction evaluation, and put forward the secondary school teachers' human resources management methods based on the capacity.
