The conceptual design project has important implications to the final design results and the characteristics of products. As global competition intensifies, the rapid development of network technology, and the increasingly sophisticated and diversity needs of clients, enterprise more and more concerned about how to take effective and rational decision making to support cross-enterprise, inter-departmental collaborative conceptual design, to shorten product development cycle, improve product competitiveness.The choosen of conceptual design projects is a collaborative decision problem. Because of the characteristics of Collaborative Design and Group Decision-making, such as ambiguity, uncertainty, some new challenges for decision management have been brought:how to organize the cross-regional, multi-disciplinary decision-maker to avoid conflict? For different departments or enterprises, how to close the internal information to ensure that enterprises privacy? At the same time, for the decision-making within the department or the enterprise, how to achieve knowledge management and knowledge reuse, etc.? This paper combines collaborative design methods, knowledge reuse methods, cellular particle swarm optimization methods and fuzzy set theory, and makes the views from the integrated model, evaluation method of fuzzy decision making, fuzzy model identification methods and Decision Support System and so on in-depth study and research.First of all, the paper proposed a decision-making evaluation model based on the cooperation degree (CD) and professional degree (PD). It avoids influences of the level of awareness, the habits and preferences, and weights of decision-makers. And the Top Decision-making Ontology Model (TDMOM) was set up. It facilitates us to select the appropriate decision-making methods by adding a processing module.Secondly, by using the cellular particle swarm optimization algorithm optimization to calculate the model, and through sensitivity analysis, the paper discussed that the regulatory factors of the cooperation degree and professional degree have great impact of the decision-making result, and verified the reliability of the model.Thirdly> based on the professional and cooperation degree, the model and method of fuzzy multiple attribute group decision making are proposed. Aimed at the case of vehicle overall performance evaluation, the multi-attribute fuzzy decision support module (MAFGC-DSM) was established to verify the practicability of the proposed model and the methods. Then, through the sensitivity analysis, the result of the proposed model is more steadiness and reliability than the result without CD and PD, and the influences of CD and PD was verified again.In addition, the method of using particle swarm optimization to fuzzy identification is used to reform the MAFGC-DSM. This method is mainly for the defects of redundancy of fuzzy rules and subjective of fuzzy expert system, through optimizing the rule base to the adjustment and sequencing fuzzy expert system, reducing the size of rule base and ultimately enhance the search rules efficiency.Then, by using the above methods and techniques, the collaborative desicion-making support system for the vehicle conceptual design is designed and developed, named CD-CDSS. Through TDMOM, the proposed system can effectively manage and guide the process of collaborative decision-making.Finally, a summary of the paper points out the innovations and the directions for further research.
