Destructive earthquake disasters cause great damage to life and property.The land-use emergency response planning research of earthquake disaster is helpful to minimize losses of earthquake disaster and its accompanying disasters, to guarantee the land use requirement for post-disaster emergency response and reconstruction, and to achieve national economic smooth transition as soon as possible; the study is also helpful to provide policy and decision-making reference aiming to the emergency response and reconstruction of earthquake disasters from the area of land management; The land-use emergency response planning research will help to better improve our land use planning theory and practice.Taking the devastating earthquake area ,Yushu county ,as the reasearch sample, based on the theory of Public Crisis Management, Disaster Science, Seismology Science, Systems Engineering Science, and Land Use Planning Science, this paper analyzes research status at home and abroad on emergency management and emergency planning, especially on the field of land emergency planning, and draws a conclusion that the paper play an important role in the land discipline system construction, concepts and theoretical basis, technical methods.The paper builds the land use planning research ideas and techniques system of earthquake disaster emergency response and reconstruction relating to land administrative department. Earthquake disaster losses assessment, the optimization location of earthquake emergency shelters, the allocation of reconstruction building land are constituted the keys of the paper.The study firstly measures how many people need to be relocated by way of earthquake disaster losses assessment, then discuss what place are optimal to temporary living, finally, discuss how to allocate the reconstruction building land and how to comprehensive improve the destroy land. The earthquake disaster losses assessment adopts the Correlation Quantitative Analysis of earthquake cases to improve the Isoseismic Intensity Damage and Loss Ratio Model, and the Earthquake Intensity Attenuation Logarithmic Losses Assessment Model. The Earthquake Intensity Attenuation Logarithmic Losses Assessment Model combing with the seismic site survey is applied to evaluate casualties and direct economic losses. The Isoseismic Intensity Damage and Loss Ratio Model combing with the visual interpretation of remote sensing image is applied to evaluate the damage buildings and economic losses of Jiegu town.According to the site selection principles of earthquake emergency refuge, based on GIS, the study adopts the P-center model of location-allocation model to construct the geospatial geometry transport network. The shortest path and the closest facilities are measured by way of the Dijkstra Algorithm, the Euclidean distance are calculated by way of the neighborhood analysis. By the safety, efficiency, and convenience indicators, the temporary shelters are choose with the methods of the Linear Power Function and the Analytic Hierarchy.The research on the land-use reconstruction planning of earthquake disaster firstly clear planning principles and ideas, after that, the study respectively discusses the destroy land investigation, the post-earthquake land safety evaluation, the land demand forecast of reconstruction, the land arrangement of reconstruction, the destroy land improvement, the land ecological function repair and the special supporting policies. The paper indicates that the forecast method of per capita land index especially satisfy the requirement of quick planning. The key of the destroy land renovation is to repair the production capacity of cultivated land, on the other hand, destroy building land needs to apply the different renovation modes according to the different destroy ways.
