In recent years, emergency become more frequent, the related theory researches of emergency response has attracted much attention of scholars over the world. This paper mainly researches the decision model of the location and inventory for the disaster-affected emergency supply warehouse and the dynamic location decision model of dynamic temporary distribution center.First,on the basis of analyzing the characteristic that the emergency supply warehouse which could provide quick response after disaster may be affected(even destroyed),the risk probability pi is introduced to the decision model of the location and inventory of the disaster-affected emergency supply warehouse. And the critical ratio a of demand D and inventory q is derived by the derivative. The sensitivity to the total cost or the critical ratio a of the main influence factors is analyzed, and the results provide the convenient decision information for the decision makers. The decision model is applied in 6 seismic damage scenarios which involve a variety of relationships between distance and risk, and approved how these can impact location decisions and inventory levels. Then, considering the features of demand differ from that of the types and amounts of materials which are also changing with time, concept of dynamic temporary distribution center is proposed on the basis of dividing time steps during the process of relief resources scheduling in emergency logistics, and its dynamic location decision model is also given. The model is verified by the numerical analysis, which set up on the basis of historical data of Yunnan province. The solver ILOG CPLEX is applied to the programming solution, and all the solutions can be constructed quickly. The sensitivity analysis shows how different 2 parameters and 2 ways of scheduling impact the optimal solution, and solo enable the practicality.
