Study On The Financing Problems Of Wind Power Industry In China

Firstly that China's wind power industry is the new energy resource in developing low carbon economic and optimizing energy structure is described based on investigation and literature analysis, and the financing problems of China's wind power industry are proposed, also research significance, research contents and research methods are discussed in the article. The related literatures and theories about domestic and overseas wind power industry and its financing are reviewed and then a deep analysis on domestic and overseas wind power industry is illustrated, and the basic rules of wind power development are revealed, which constructs the theoretical foundation for the follow-up study on financing of wind power industry chain. Then taking wind power industry, the complete financing model system of wind power industry chain and products system of commercial banks as important research objects, through the research on the financing model system of wind power industry and the chain type financing products system of wind power industry, the article constructs the complete financing model system of power wind industry chain and chain type financing business products system of wind power industry of commercial banks. Furthermore, based on the empirical studies, the important value of both wind power industry chain financing model system and chain type financing business products system of wind power industry of commercial banks for wind power industry chain financing is corroborated. Finally, a comprehensive review and summary on the whole study is made, also further questions and future research directions are proposed.The article argues that simple financing structure is the main problem of wind power industry financing, which can be resolved by constructing complete financing model system, including establishing projects financing under the projects about energy-saving and emission-reduction of international financial institutions, wind power projects financing, green loans of commercial banks, electric power investment funds and enterprise bonds financing, fan equipment financial lease, low carbon finance and its derivative commodity, electric power options market and so on. Single financial service products is the second major problem of wind power industry financing, which can be solved by building complete chain type financing products system of commercial banks, including chain type financing whose responsibility subject is large fan manufacturers or wind farms, that pledge guarantee is conducted according to goods ownership and the pledge and transfer is executed based on debts ownership. The complete financing model system of power wind industry consists of six types of financing sub-systems: projects financing under the projects about energy-saving and emission-reduction of international financial institutions, wind power projects financing, green loans of commercial banks, electric power investment funds and enterprise bonds financing, fan equipment financial lease, low carbon finance and its derivative commodity, electric power options market.
