Study On Government Financial Support In The New Pension System In Rural

This paper, based on the relevant historical documents and research findings, analyzed the problems in the existing new pension system in rural. By learning from other countries' experiences, from the perspective of urban-rural integration, the paper researched the government financial support in the new pension system in rural, and hoped that through improving the government financial support, the new pension system in rural will develop more sustainably.This paper focused on the theme of the government financial support in the new pension system in rural.Firstly, it expounded the development of the rural pension system in China, and discussed the theory of the intervention of government, explored the practical needs of intervention of government, compared the government financial support in rural pension system among advanced countries, and drew on the experiences for building the rural pension system in our county.Secondly, it analyzed the deficiencies and defects of financial support of the current new pension system in rural, focused on improving measures of government financial support, proposed integrating the fund of central government and local government for the new pension system in rural to provide basic pension. Meanwhile, the basic pension will grant according to the previous 20% average annual net income of farmers. This paper also estimated the amount of financial resources required for the new pension system in rural and analyzed the financial viability, considering China's future economic development and financial growth, population aging condition, demonstrated the sustainability of financial support for the improved new pension system in rural.Again, this paper further researched the financial support of the governments at all levels for the new pension system in rural, analyzed the functions of governments at all levels and the border of capital supply in the new pension system in rural, improved the system of financial supply in order that the fiscal responsibility of governments at all levels in the new pension system in rural will be getting more rationalized, standardized and institutionalized, and so the new pension system in rural can develop sustainably.Finally, it researched the budget support for the new pension system. For the new pension system in rural,budget is the most powerful system for goverment to fulfill its responsibilities. This paper cleared the objectives, principles of budget support, discussed the new model of budget management of the new pension system, and built a basic framework for budget management of the new farmer's pension, proposed to complete specific schemes of budget support by relying on social security budget reform.
